8 General Description:
9 This bill creates the Office on Domestic and Sexual Violence within the Commission
10 on Criminal and Juvenile Justice.
11 Highlighted Provisions:
12 This bill:
13 ▸ creates the Office on Domestic and Sexual Violence;
14 ▸ requires the Executive Director of the Commission on Criminal and Juvenile Justice
15 to appoint the director of the office; and
16 ▸ provides responsibilities to the office for the statewide coordination of resources
17 and policies for reducing instances of domestic and sexual violence.

28 Be it enacted by the Legislature of the state of Utah:
29 Section 1. Section 63M-7-701 is enacted to read:

31 63M-7-701. Title.
32 This part is known as the "Utah Office on Domestic and Sexual Violence."
33 Section 2. Section 63M-7-702 is enacted to read:
34 63M-7-702. Creation -- Appointment of director.
35 (1) There is created the Office on Domestic and Sexual Violence within the
36 Commission on Criminal and Juvenile Justice.
37 (2) The Executive Director of the Commission on Criminal and Juvenile Justice shall
38 appoint a director for the office.
39 Section 3. Section 63M-7-703 is enacted to read:
40 63M-7-703. Responsibilities.
41 The Office on Domestic and Sexual Violence shall:
42 (1) provide leadership and generate unity for the state's ongoing efforts to reduce and
43 eliminate the impact of rape, sexual assault, and intimate partner and domestic violence
44 through comprehensive and evidence-based prevention, intervention, and treatment;
45 (2) direct and support the Utah Sexual Violence Council and the Utah Domestic
46 Violence Advisory Council to recommend and coordinate the creation, dissemination, and
47 implementation of statewide policies to address intimate partner and domestic and sexual
48 violence;
49 (3) promote a multi-disciplinary approach to collaborate and partner with public and
50 private partners;
51 (4) facilitate planning for a balanced continuum of intimate partner and domestic and
52 sexual violence prevention, intervention, treatment, and justice services; and
53 (5) support the Utah Domestic Violence Offender Task Force and the task force's
54 efforts to hold offenders accountable by:
55 (a) identifying best practices and standards for intimate partner and domestic violence
56 evaluation, intervention, treatment, and monitoring;
57 (b) identifying and requiring the use of practices recognized in scientific research to
58 address an offender's intimate partner and domestic violence risk factors and needs;
59 (c) promoting and integrating evidence-based trauma-informed care into best practice
60 standards to enhance the quality and continuity of intervention and treatment;
61 (d) disseminating best practice standards to be used in the evaluation, intervention,
62 treatment, and monitoring of intimate partner and domestic violence offenders;
63 (e) evaluating current practices and further identifying best practices and standards
64 most appropriate and applicable to the state's needs; and
65 (f) establishing an accreditation program for public and private providers of
66 intervention and treatment for intimate partner and domestic violence offenders.
