8     LONG TITLE
9     General Description:
10          This concurrent resolution encourages Utah's health and social services providers to
11     deliver culturally intelligent and linguistically competent services.
12     Highlighted Provisions:
13          This resolution:
14          ▸     defines "cultural intelligence and linguistic competence" and other terms;
15          ▸     highlights the importance of cultural intelligence and linguistic competence in the
16     effective delivery of health and social services; and
17          ▸     encourages Utah's health and social services providers to deliver culturally
18     intelligent and linguistically competent services by:
19               •     increasing the cultural intelligence and linguistic competency of staff;
20               •     evaluating current capacity to meet the needs of Utahns from culturally and
21     linguistically diverse backgrounds; and
22               •     implementing best practices in cultural intelligence and linguistic competence.
23     Special Clauses:
24          None

26     Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
27          WHEREAS, "cultural intelligence and linguistic competence" is defined as a set of

28     attitudes, behaviors, and policies that enable an individual and an organization to provide
29     effective service delivery in cross-cultural contexts;
30          WHEREAS, "culture" is defined as integrated patterns of human behavior that include
31     the language, thoughts, communications, actions, customs, beliefs, values, abilities, and
32     institutions of a particular group of people;
33          WHEREAS, "health and social services provider" is defined as a state and local agency,
34     nonprofit or community organization, or private provider that provides health or social services
35     to Utahns;
36          WHEREAS, Utah's significant economic and educational opportunities attract new
37     residents from all over the world with diverse backgrounds;
38          WHEREAS, Utah's growing population is becoming more culturally and linguistically
39     diverse;
40          WHEREAS, individuals from culturally and linguistically diverse populations are at a
41     higher risk for disparities in health outcomes and social resilience factors;
42          WHEREAS, the safety, health, and welfare of all Utah's residents are affected by the
43     ability of the state's health and social services system to deliver services that respond to the
44     needs of Utah's diverse population; and
45          WHEREAS, a culturally intelligent and linguistically competent organization is able to
46     work with people from all cultural and linguistic backgrounds in a way that promotes respect,
47     dignity, and self-determination:
48          NOW, THEREFORE BE IT RESOLVED that the Legislature of the state of Utah, the
49     Governor concurring therein, encourage Utah's health and social services providers to increase
50     the cultural intelligence and linguistic competence of staff over the next five years.
51          BE IT FURTHER RESOLVED that the Legislature and the Governor encourage Utah's
52     health and social services providers to evaluate current capacity to meet the needs of Utahns
53     from culturally and linguistically diverse backgrounds.
54          BE IT FURTHER RESOLVED that the Legislature and the Governor encourage Utah's
55     health and social services providers to develop annual training plans to increase the cultural
56     intelligence and linguistic competence of the providers' staff.
57          BE IT FURTHER RESOLVED that the Legislature and the Governor encourage Utah's
58     health and social services providers to implement best practices in cultural intelligence and

59     linguistic competence to meet the needs of all Utahns.
