ELECTRONIC DRIVER LICENSE AMENDMENTS

7     LONG TITLE
8     General Description:
9          This bill creates a pilot program for the development of a program to issue an electronic
10     license certificate Ĥ→ or identification card ←Ĥ , and later a permanent process for obtaining an
10a     electronic license
11     certificate Ĥ→ or identification card ←Ĥ .
12     Highlighted Provisions:
13          This bill:
14          ▸     requires the Driver License Division to develop a pilot program for the issuance of
15     an electronic license certificate Ĥ→ or identification card ←Ĥ ;
16          ▸     requires the Driver License Division to develop a permanent program for the
17     issuance of an electronic license certificate Ĥ→ or identification card ←Ĥ ; and
18          ▸     makes technical changes.

27     Be it enacted by the Legislature of the state of Utah:
28          Section 1. Section 53-3-235 is amended to read:
29          53-3-235. Electronic license certificate Ĥ→ or identification card ←Ĥ .
30          (1) (a) On or before January 1, 2021, the division shall establish a pilot program for a
31     process and system for an individual to obtain an electronic license certificate Ĥ→ or identification
31a     card ←Ĥ .
32          (b) Based on information and results from the pilot program described in Subsection
33     (1)(a), on or before January 1, 2022, the division shall establish a process and system for an
34     individual to obtain an electronic license certificate Ĥ→ or identification card ←Ĥ .
35          [(2) The division shall issue, in accordance with Title 63G, Chapter 6a, Utah
36     Procurement Code, a request for information to gather information from potential vendors to
37     establish a process within the division to provide an electronic license certificate.]
38          [(3)] (2) In order to contract with a vendor to establish a process and system to issue an
39     electronic license certificate Ĥ→ or identification card ←Ĥ , the division shall issue a standard
39a     procurement process in
40     accordance with Title 63G, Chapter 6a, Utah Procurement Code.
41          [(4)] (3) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking
42     Act, the division may make rules necessary to facilitate the implementation, coordination, and
43     administration of electronic license certificates Ĥ→ and identification cards ←Ĥ .
