10     LONG TITLE
11     General Description:
12          This bill addresses the Native American Legislative Liaison Committee.
13     Highlighted Provisions:
14          This bill:
15          ▸     increases the committee's membership;
16          ▸     repeals sunset dates related to the committee; and
17          ▸     makes technical changes.

33     Be it enacted by the Legislature of the state of Utah:
34          Section 1. Section 36-22-1 is amended to read:
35          36-22-1. Native American Legislative Liaison Committee -- Creation --
36     Membership -- Chairs -- Salaries and expenses.
37          (1) There is created the Native American Legislative Liaison Committee.
38          (2) The committee consists of [eight] 11 members:
39          (a) [five] seven members from the House of Representatives appointed by the speaker,
40     no more than [three] four of whom may be members of the same political party; and
41          (b) [three] four members of the Senate appointed by the president, no more than two of
42     whom may be members of the same political party.
43          (3) The speaker of the House shall select one of the members from the House of
44     Representatives to act as cochair of the committee.
45          (4) The president of the Senate shall select one of the members from the Senate to act
46     as cochair of the committee.
47          (5) Compensation and expenses of a member who is a legislator are governed by
48     Section 36-2-2 and Legislative Joint Rules, Title 5, Legislative Compensation and Expenses.
49          Section 2. Section 63I-1-204 is amended to read:
50          63I-1-204. Repeal dates, Title 4.
51          [Subsection 4-41a-105(2)(e)(i), related to the Native American Legislative Liaison
52     Committee, is repealed July 1, 2022.]
53          Section 3. Section 63I-1-209 is amended to read:
54          63I-1-209. Repeal dates, Title 9.
55          [(1) In relation to the Native American Legislative Liaison Committee, on July 1,
56     2022:]

57          [(a) Subsection 9-9-104.6(2)(a) is repealed;]
58          [(b) Subsection 9-9-104.6(4)(a), the language that states "who is not a legislator" is
59     repealed; and]
60          [(c) Subsection 9-9-104.6(4)(b), related to compensation of legislative members, is
61     repealed.]
62          [(2)] In relation to the American Indian and Alaska Native Education State Plan Pilot
63     Program, on July 1, 2022:
64          [(a)] (1) Subsection 26-7-2.5(4), related to the American Indian-Alaskan Native Public
65     Education Liaison, is repealed; and
66          [(b)] (2) Subsection 9-9-104.6(2)(d) is repealed.
67          Section 4. Section 63I-1-223 is amended to read:
68          63I-1-223. Repeal dates, Title 23.
69          [Subsection 23-13-12.5(2)(f)(i), related to the Native American Legislative Liaison
70     Committee, is repealed July 1, 2022.]
71          Section 5. Section 63I-1-226 is amended to read:
72          63I-1-226. Repeal dates, Title 26.
73          (1) Section 26-1-40 is repealed July 1, 2022.
74          (2) Title 26, Chapter 9f, Utah Digital Health Service Commission Act, is repealed July
75     1, 2025.
76          (3) Section 26-10-11 is repealed July 1, 2020.
77          (4) Subsection 26-18-417(3) is repealed July 1, 2020.
78          (5) Subsection 26-18-418(2), the language that states "and the Mental Health Crisis
79     Line Commission created in Section 63C-18-202" is repealed July 1, 2023.
80          (6) Section 26-18-419.1 is repealed December 31, 2019.
81          (7) Title 26, Chapter 33a, Utah Health Data Authority Act, is repealed July 1, 2024.
82          (8) Title 26, Chapter 36b, Inpatient Hospital Assessment Act, is repealed July 1, 2024.
83          (9) Title 26, Chapter 36c, Medicaid Expansion Hospital Assessment Act, is repealed
84     July 1, 2024.

85          (10) Title 26, Chapter 36d, Hospital Provider Assessment Act, is repealed July 1, 2024.
86          (11) Title 26, Chapter 54, Spinal Cord and Brain Injury Rehabilitation Fund and
87     Pediatric Neuro-Rehabilitation Fund, is repealed January 1, 2023.
88          [(12) Subsection 26-61a-108(2)(e)(i), related to the Native American Legislative
89     Liaison Committee, is repealed July 1, 2022.]
90          [(13)] (12) Title 26, Chapter 63, Nurse Home Visiting Pay-for-Success Program, is
91     repealed July 1, 2026.
92          Section 6. Section 63I-1-236 is amended to read:
93          63I-1-236. Repeal dates, Title 36.
94          (1) Title 36, Chapter 17, Legislative Process Committee, is repealed January 1, 2023.
95          (2) Section 36-12-20 is repealed June 30, 2023.
96          [(3) Title 36, Chapter 22, Native American Legislative Liaison Committee, is repealed
97     July 1, 2022.]
98          [(4)] (3) Title 36, Chapter 28, Veterans and Military Affairs Commission, is repealed
99     January 1, 2025.
100          [(5)] (4) Section 36-29-105 is repealed on December 31, 2020.
