7     LONG TITLE
8     General Description:
9          This bill creates a pilot program for the development of a program to issue an electronic
10     license certificate or identification card, and later a permanent process for obtaining an
11     electronic license certificate or identification card.
12     Highlighted Provisions:
13          This bill:
14          ▸     requires the Driver License Division to develop a pilot program for the issuance of
15     an electronic license certificate or identification card;
16          ▸     requires the Driver License Division to develop a permanent program for the
17     issuance of an electronic license certificate or identification card; and
18          ▸     makes technical changes.

27     Be it enacted by the Legislature of the state of Utah:
28          Section 1. Section 53-3-235 is amended to read:
29          53-3-235. Electronic license certificate or identification card.
30          (1) (a) On or before January 1, 2021, the division shall establish a pilot program for a
31     process and system for an individual to obtain an electronic license certificate or identification
32     card.
33          (b) Based on information and results from the pilot program described in Subsection
34     (1)(a), on or before January 1, 2022, the division shall establish a process and system for an
35     individual to obtain an electronic license certificate or identification card.
36          [(2) The division shall issue, in accordance with Title 63G, Chapter 6a, Utah
37     Procurement Code, a request for information to gather information from potential vendors to
38     establish a process within the division to provide an electronic license certificate.]
39          [(3)] (2) In order to contract with a vendor to establish a process and system to issue an
40     electronic license certificate or identification card, the division shall issue a standard
41     procurement process in accordance with Title 63G, Chapter 6a, Utah Procurement Code.
42          [(4)] (3) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking
43     Act, the division may make rules necessary to facilitate the implementation, coordination, and
44     administration of electronic license certificates and identification cards.
