9 Committee Note:
10 The Executive Appropriations Committee recommended this bill.
11 General Description:
12 This bill supplements or reduces appropriations otherwise provided for the support and
13 operation of state government for the fiscal year beginning July 1, 2020 and ending June 30, 2021.
14 Highlighted Provisions:
15 This bill:
16 ▸ provides funding for a 1.0% labor market increase for state and higher education
17 employees;
18 ▸ provides funding for step and lane increases for employees of the Utah Schools for the
19 Deaf and the Blind;
20 ▸ provides funding for an average 4.53% increase in health insurance benefits rates for state
21 and higher education employees;
22 ▸ provides funding for retirement rate changes for certain state employees;
23 ▸ provides funding for an up-to $26 per pay period match for qualifying state employees
24 enrolled in a defined contribution plan; and
25 ▸ provides funding for other compensation adjustments as authorized.
26 Money Appropriated in this Bill:
27 This bill appropriates $53,162,300 in operating and capital budgets for fiscal year 2021,
28 including:
29 ▸ $11,255,400 from the General Fund;
30 ▸ $19,898,600 from the Education Fund; and
31 ▸ $22,008,300 from various sources as detailed in this bill.
32 This bill appropriates $140,600 in expendable funds and accounts for fiscal year 2021.
33 This bill appropriates $195,000 in business-like activities for fiscal year 2021.
34 This bill appropriates $0 in restricted fund and account transfers for fiscal year 2021,
35 including:
36 ▸ $12,200 from the General Fund; and
37 ▸ ($12,200) from various sources as detailed in this bill.
38 This bill appropriates $300 in fiduciary funds for fiscal year 2021.
39 Other Special Clauses:
40 This bill takes effect on July 1, 2020.

44 Be it enacted by the Legislature of the state of Utah:
45 Section 1. FY 2021 Appropriations. The following sums of money are appropriated for the
46 fiscal year beginning July 1, 2020 and ending June 30, 2021.
47 Subsection 1(a). Operating and Capital Budgets. Under the terms and conditions of
48 Title 63J, Chapter 1, Budgetary Procedures Act, the Legislature appropriates the following sums of
49 money from the funds or accounts indicated for the use and support of the government of the state of
50 Utah.

132 The Legislature intends that salaries for District Court
133 judges be increased by the same percentage as state employees
134 generally. Unless otherwise determined by the Legislature, the
135 salary for a District Court judge for the fiscal year beginning
136 July 1, 2020 and ending June 30, 2021 shall be $167,950 as
137 established in Laws of Utah 2018 Chapter 362, Item 7. The
138 legislature intends that other judicial salaries shall be calculated
139 in accordance with the formula set forth in UCA Title 67
140 Chapter 8 Section 2 and rounded to the nearest $50.
