13          This bill amends and reauthorizes the rural residency training program.
14     Highlighted Provisions:

18          ▸     reauthorizes the rural residency training program for five years; and
19          ▸     makes technical changes.

32     Be it enacted by the Legislature of the state of Utah:
33          Section 1. Section 53B-24-102 is amended to read:
34          53B-24-102. Definitions.
35          As used in this chapter:
36          (1) "Accredited clinical education program" means a clinical education program for a
37     health care profession that is accredited by the Accreditation Council on Graduate Medical
38     Education.
39          (2) "Accredited clinical training program" means a clinical training program that is
40     accredited by an entity recognized within medical education circles as an accrediting body for
41     medical education, advanced practice nursing education, physician assistance education, doctor
42     of pharmacy education, dental education, or registered nursing education.
43          (3) "Centers for Medicare and Medicaid Services" means the Centers for Medicare and
44     Medicaid Services within the United States Department of Health and Human Services.
45          (4) "Council" means the Medical Education Council created under Section
46     53B-24-302.
47          (5) "Health care professionals in training" means medical students and residents,
48     advance practice nursing students, physician assistant students, doctor of pharmacy students,
49     dental students, and registered nursing students.
50          (6) "Program" means the Medical Education Program created under Section
51     53B-24-202.
52          Section 2. Section 53B-24-402 is amended to read:
53          53B-24-402. Rural residency training program.
54          (1) [For purposes of] As used in this section:
55          (a) "Physician" means:
56          (i) a person licensed to practice medicine under Title 58, Chapter 67, Utah Medical
57     Practice Act or Title 58, Chapter 68, Utah Osteopathic Medical Practice Act; and
58          (ii) a person licensed to practice dentistry under Title 58, Chapter 69, Dentist and

59     Dental Hygienist Practice Act.
60          (b) "Rural residency training program" means an accredited clinical training program
61     [as defined in Section 53B-24-102] which places a physician into a rural county for a part or all
62     of the physician's clinical training.
63          (2) (a) Subject to appropriations from the Legislature, the council shall establish a pilot
64     program to place physicians into rural residency training programs.
65          (b) The program shall sunset in accordance with Section 63I-1-253.
66          Section 3. Section 63I-1-253 is amended to read:
67          63I-1-253. Repeal dates, Titles 53 through 53G.
68          The following provisions are repealed on the following dates:
69          (1) Subsection 53-6-203(1)(b)(ii), regarding being 19 years old at certification, is
70     repealed July 1, 2022.
71          (2) Subsection 53-13-104(6), regarding being 19 years old at certification, is repealed
72     July 1, 2022.
73          (3) Title 53B, Chapter 17, Part 11, USTAR Researchers, is repealed July 1, 2028.
74          (4) Section 53B-18-1501 is repealed July 1, 2021.
75          (5) Title 53B, Chapter 18, Part 16, USTAR Researchers, is repealed July 1, 2028.
76          (6) [Section 53B-24-402, Rural residency training program,] Title 53B, Chapter 24,
77     Part 4, Rural Residency Training Program, is repealed July 1, [2020] 2025.
78          (7) Subsection 53C-3-203(4)(b)(vii), which provides for the distribution of money
79     from the Land Exchange Distribution Account to the Geological Survey for test wells, other
80     hydrologic studies, and air quality monitoring in the West Desert, is repealed July 1, 2020.
81          (8) Section 53E-3-515 is repealed January 1, 2023.
82          (9) In relation to a standards review committee, on January 1, 2023:
83          (a) in Subsection 53E-4-202(8), the language that states "by a standards review
84     committee and the recommendations of a standards review committee established under
85     Section 53E-4-203" is repealed; and
86          (b) Section 53E-4-203 is repealed.
87          (10) In relation to the SafeUT and School Safety Commission, on January 1, 2023:
88          (a) Subsection 53B-17-1201(1) is repealed;
89          (b) Section 53B-17-1203 is repealed;

90          (c) Subsection 53B-17-1204(2) is repealed;
91          (d) Subsection 53B-17-1204(4)(a), the language that states "in accordance with the
92     method described in Subsection (4)(c)" is repealed; and
93          (e) Subsection 53B-17-1204(4)(c) is repealed.
94          (11) Section 53F-2-514 is repealed July 1, 2020.
95          (12) Section 53F-5-203 is repealed July 1, 2024.
96          (13) Section 53F-5-212 is repealed July 1, 2024.
97          (14) Section 53F-5-213 is repealed July 1, 2023.
98          (15) Title 53F, Chapter 5, Part 6, American Indian and Alaskan Native Education State
99     Plan Pilot Program, is repealed July 1, 2022.
100          [(16) Section 53F-6-201 is repealed July 1, 2019.]
101          [(17)] (16) Section 53F-9-501 is repealed January 1, 2023.
102          [(18)] (17) Subsections 53G-4-608(2)(b) and (4)(b), related to the Utah Seismic Safety
103     Commission, are repealed January 1, 2025.
104          [(19)] (18) Subsection 53G-8-211(4), regarding referrals of a minor to court for a class
105     C misdemeanor, is repealed July 1, 2020.
