8     General Description:
9          This bill enacts the Anti-boycott Israel Act.
10     Highlighted Provisions:
11          This bill:
12          ▸     defines terms; and
13          ▸     prohibits a government entity from contracting with a person that boycotts the State
14     of Israel.

25     Be it enacted by the Legislature of the state of Utah:
26          Section 1. Section 63G-24-101 is enacted to read:

Part 1. General Provisions

29          63G-24-101. Title.
30          This chapter is known as the "Anti-Boycott Israel Act."
31          Section 2. Section 63G-24-102 is enacted to read:
32          63G-24-102. Definitions.
33          As used in this chapter:
34          (1) "Boycott" means refusing to deal, terminating business activities, or taking another
35     action that is intended to limit commercial trade relations with a person in a discriminatory
36     manner.
37          (2) "Public entity" means the state or a political subdivision of the state, including each
38     department, division, office, board, commission, council, authority, or institution of the state or
39     a political subdivision of the state.
40          Section 3. Section 63G-24-201 is enacted to read:

Part 2. Prohibitions

42          63G-24-201. Prohibition on contracting.
43          (1) Except as provided in Subsection (2), a public entity may not enter into a contract
44     with a person to acquire or dispose of a good or service, unless:
45          (a) the contract includes a written certification that the person is not currently engaged
46     in a boycott of Israel or an Israeli-controlled territory; and
47          (b) the person agrees not to engage in a boycott of Israel or an Israeli-controlled
48     territory for the duration of the contract.
49          (2) This section does not apply:
50          (a) if a person offers to provide a good or service under contract for at least 20% less
51     than any other person;
52          (b) to a contract with a total value of less than $100,000; or
53          (c) to a contract with a person that has fewer than 10 full-time employees.
