7     LONG TITLE
8     General Description:
9          This bill amends the Alcoholic Beverage Control Act regarding license renewal for bar
10     establishment licensees.
11     Highlighted Provisions:
12          This bill:
13          ▸     permits a bar establishment licensee to delay payment of a license renewal fee in
14     2020 under certain conditions.
15     Money Appropriated in this Bill:
16          None
17     Other Special Clauses:
18          This bill provides a special effective date.
19          This bill provides a repeal date.

24     Be it enacted by the Legislature of the state of Utah:
25          Section 1. Section 32B-6-405.1 is enacted to read:
26          32B-6-405.1. Delay of bar establishment renewal payment in 2020.
27          (1) A person renewing a bar establishment license in the year 2020 may delay paying
28     the $2,000 license renewal fee described in Subsection 32B-6-405(4)(c) until no later than
29     August 31, 2020, if the person complies with all other renewal requirements described in

30     Section 32B-5-202 by no later than May 31, 2020.
31          (2) A bar establishment license expires on September 1, 2020, if the person holding the
32     license:
33          (a) delays paying the license renewal fee in accordance with Subsection (1); and
34          (b) fails to pay the license renewal fee on or before August 31, 2020.
35          (3) A person who delays paying the license renewal fee in accordance with Subsection
36     (1) may not transfer the person's bar establishment license, as otherwise permitted under this
37     title, until the person pays the license renewal fee.
38          (4) This section supersedes any conflicting provision of Utah law.
39          Section 2. Effective date.
40          If approved by two-thirds of all the members elected to each house, this bill takes effect
41     upon approval by the governor, or the day following the constitutional time limit of Utah
42     Constitution, Article VII, Section 8, without the governor's signature, or in the case of a veto,
43     the date of veto override.
44          Section 3. Repeal date.
45          This bill is repealed on January 1, 2021.
