7 LONG TITLE
8 General Description:
9 This bill supplements or reduces appropriations otherwise provided for the support and
10 operation of state government for the fiscal year beginning July 1, 2019 and ending June 30, 2020
11 and for the fiscal year beginning July 1, 2020 and ending June 30, 2021.
12 Highlighted Provisions:
13 This bill:
14 ▸ provides budget increases and decreases for certain state agencies, public education
15 programs, and higher education institutions;
16 ▸ appropriates federal funds provided for responses to COVID-19 and Coronavirus;
17 ▸ makes technical corrections; and,
18 ▸ provides intent language.
19 Money Appropriated in this Bill:
20 This bill appropriates $1,010,262,300 in operating and capital budgets for fiscal year 2020.
21 This bill appropriates $4,321,700 in expendable funds and accounts for fiscal year 2020.
22 This bill appropriates $1,400,000,000 in business-like activities for fiscal year 2020.
23 This bill appropriates $936,196,200 in operating and capital budgets for fiscal year 2021.
24 This bill appropriates $4,321,700 in expendable funds and accounts for fiscal year 2021.
25 This bill appropriates $1,400,000,000 in business-like activities for fiscal year 2021.
26 Other Special Clauses:
27 Section 1 of this bill takes effect immediately. Section 2 of this bill takes effect on July 1,
28 2020.

32 Be it enacted by the Legislature of the state of Utah:
33 Section 1. FY 2020 Appropriations. The following sums of money are appropriated for the
34 fiscal year beginning July 1, 2019 and ending June 30, 2020. These are additions to amounts
35 otherwise appropriated for fiscal year 2020. Notwithstanding any restrictive intent language relating
36 to the u
37 Subsection 1(a). Operating and Capital Budgets. Under the terms and conditions of
38 Title 63J, Chapter 1, Budgetary Procedures Act, the Legislature appropriates the following sums of
39 money from the funds or accounts indicated for the use and support of the government of the state of
40 Utah.

312 Section 3. Effective Date.
313 If approved by two-thirds of all the members elected to each house, Section 1 of this bill
314 takes effect upon approval by the Governor, or the day following the constitutional time limit of
315 Utah Constitution Article VII, Section 8 without the Governor's signature, or in the case of a veto,
316 the date of override. Section 2 of this bill takes effect on July 1, 2020.
