9     LONG TITLE
10     General Description:
11          This joint resolution extends the state of emergency due to infectious disease
12     COVID-19 Novel Coronavirus.
13     Highlighted Provisions:
14          This resolution:
15          ▸     recognizes the Governor's executive order, issued on March 6, 2020, declaring a
16     state of emergency due to infectious disease COVID-19 Novel Coronavirus;
17          ▸     recognizes that the Governor requested and the Legislature extended the state of
18     emergency to June 30, 2020;
19          ▸     recognizes that the Governor has requested that the Legislature extend the state of
20     emergency to July 31, 2020;
21          ▸     finds that the extension is necessary to protect the health and welfare of the citizens
22     of the state of Utah; and
23          ▸     extends the state of emergency, due to infectious disease COVID-19 Novel
24     Coronavirus, to July 31, 2020.

28     Be it resolved by the Legislature of the state of Utah:
29          WHEREAS, on March 6, 2020, pursuant to Utah Code Section 53-2a-206, Governor
30     Gary R. Herbert issued an executive order declaring a state of emergency due to infectious
31     disease COVID-19 Novel Coronavirus;
32          WHEREAS, Utah Code Subsection 53-2a-206(3) provides that "[a] state of emergency
33     may not continue for longer than 30 days unless extended by joint resolution of the
34     Legislature";
35          WHEREAS, the Governor issued the executive order as a proactive measure, before a
36     confirmed case was diagnosed in the state;
37          WHEREAS, subsequent to the Governor's order declaring an emergency, but on the
38     same day, the first case of COVID-19 Novel Coronavirus in Utah was confirmed;
39          WHEREAS, the Governor requested that the Legislature extend the state of emergency,
40     declared by the Governor, until June 30, 2020;
41          WHEREAS, the Legislature extended the state of emergency declared by the Governor
42     until June 30, 2020; and
43          WHEREAS, the Legislature finds that it is necessary to extend the state of emergency
44     until July 31, 2020, to ensure that appropriate response and recovery action is taken to protect
45     the health and welfare of the citizens of the state of Utah:
46          NOW, THEREFORE, BE IT RESOLVED by the Legislature of the state of Utah that
47     the state of emergency declared by Governor Gary R. Herbert on March 6, 2020, due to
48     infectious disease COVID-19 Novel Coronavirus, which was extended by the Legislature of the
49     state of Utah by House Joint Resolution 24, is further extended to July 31, 2020.
