8 LONG TITLE
9 General Description:
10 This bill supplements or reduces appropriations otherwise provided for the support and
11 operation of state government for the fiscal year beginning July 1, 2020 and ending June 30, 2021.
12 Highlighted Provisions:
13 This bill:
14 ▸ provides budget increases and decreases for certain state agencies and higher education
15 institutions;
16 ▸ appropriates federal funds provided for responses to COVID-19 and Coronavirus;
17 ▸ makes technical changes; and,
18 ▸ provides intent language.
19 Money Appropriated in this Bill:
20 This bill appropriates $160,022,500 in operating and capital budgets for fiscal year 2021,
21 including:
22 ▸ $10,643,600 from the General Fund;
23 ▸ $1,300,200 from the Education Fund; and
24 ▸ $148,078,700 from various sources as detailed in this bill.
25 This bill appropriates $84,100 in expendable funds and accounts for fiscal year 2021,
26 including:
27 ▸ $100,000 from the General Fund; and
28 ▸ ($15,900) from various sources as detailed in this bill.
29 This bill appropriates $113,191,100 in business-like activities for fiscal year 2021.
30 This bill appropriates ($3,701,600) in restricted fund and account transfers for fiscal year
31 2021, all of which is from the General Fund.
32 This bill appropriates ($25,300) in fiduciary funds for fiscal year 2021.
33 Other Special Clauses:
34 This bill takes effect immediately.

38 Be it enacted by the Legislature of the state of Utah:
39 Section 1. FY 2021 Appropriations. The following sums of money are appropriated for the
40 fiscal year beginning July 1, 2020 and ending June 30, 2021. These are additions to amounts
41 otherwise appropriated for fiscal year 2021.
42 Subsection 1(a). Operating and Capital Budgets. Under the terms and conditions of
43 Title 63J, Chapter 1, Budgetary Procedures Act, the Legislature appropriates the following sums of
44 money from the funds or accounts indicated for the use and support of the government of the state of
45 Utah.

203 The Legislature further intends that the $1,000,000 for
204 Utah Industry Resource Alliance (the Alliance) be distributed
205 to Utah State University on behalf of the Alliance and that
206 Utah State University distribute the funds to the Alliance
207 members according to the budget created by the Alliance.
208 Funds are to be used according to the budget detail created by
209 the Alliance. These funds are to support Utah manufacturers
210 adversely effected by COVID-19.
211 The Legislature intends that the State Board of Education
212 use $3.9 million of the $19.0 million coronavirus relief funding
213 distributed to the Board to pay for personal protective
214 equipment and other allowable expenses for schools. The
215 Legislature further intends that the Board use $3.9 million from
216 federal Elementary and Secondary School Emergency Relief
217 Fund to support the expansion of students in online charter
218 schools.
219 The Legislature intends that the Division of Finance may,
220 in accordance with Utah Code Annotated 63J-1-206, reallocate
221 funds appropriated for Emergency Disease Response among
222 the projects and uses enumerated by intent language in this
223 item of appropriation, Senate Bill 3006 and Senate Bill 3001
224 from the 2020 Third Special Session, House Bill 4001 from the
225 2020 Fourth Special Session, and Senate Bill 5001 and House
226 Bill 5010 from the 2020 Fifth Special Session, after
227 consultation with the Governors Office of Management and
228 Budget and the COVID-19 Economic Recovery Programs
229 Committee established in House Bill 5010, 2020 Fifth Special
230 Session.
