7     LONG TITLE
8     General Description:
9          This bill modifies the deadline for the governor to submit an audited financial statement.
10     Highlighted Provisions:
11          This bill:
12          ▸     changes the deadline for the governor to submit an audited financial statement from
13     December 1 to December 31.
14     Money Appropriated in this Bill:

16     Other Special Clauses:
17          This bill provides a special effective date.

22     Be it enacted by the Legislature of the state of Utah:
23          Section 1. Section 63J-1-201.5 is amended to read:
24          63J-1-201.5. Financial statement to be submitted annually.
25          The governor shall submit an audited financial statement no later than December [1] 31 of
26     each year that shows:
27          (1) the revenues and expenditures for the last fiscal year;

28          (2) payment and discharge of the principal and interest of the indebtedness of the state;
29          (3) the current assets, liabilities, and reserves, surplus or deficit, and the debts and funds
30     of the state;
31          (4) an estimate of the state's financial condition as of the beginning and the end of the
32     period covered by the budget; and
33          (5) a complete analysis of lease with an option to purchase arrangements entered into by
34     state agencies.
35          Section 2. Effective date.
36          If approved by two-thirds of all the members elected to each house, this bill takes effect
37     upon approval by the governor, or the day following the constitutional time limit of Utah
38     Constitution, Article VII, Section 8, without the governor's signature, or in the case of a veto, the
39     date of veto override.
