8     LONG TITLE
9     General Description:
10          This bill requires a process for the Dixie State University Board of Trustees, in
11     consultation with the Utah Board of Higher Education, to select and recommend a new
12     name for the institution to the Legislature.
13     Highlighted Provisions:
14          This bill:
15          ▸     requires a process for the Dixie State University Board of Trustees, in consultation
16     with the Utah Board of Higher Education, to select and recommend a new name for
17     the institution to the Legislature;
18          ▸     requires the Education Interim Committee to prepare and consider legislation
19     incorporating the new name for the institution in the Utah Code to the Legislature;
20     and
21          ▸     makes technical changes.

30     Be it enacted by the Legislature of the state of Utah:
31          Section 1. Section 53B-2-111 is amended to read:
32          53B-2-111. Dixie State University -- Institutional name change.
33          (1) (a) Dixie State College of Utah shall be known as Dixie State University.
34          [(2)] (b) Dixie State University is a continuation of Dixie State College of Utah and
35     shall:
36          [(a)] (i) possess all rights, titles, privileges, powers, immunities, franchises,
37     endowments, property, and claims of Dixie State College of Utah; and
38          [(b)] (ii) fulfill and perform all obligations of Dixie State College of Utah, including
39     obligations relating to outstanding bonds and notes.
40          (2) (a) As used in this Subsection (2):
41          (i) "Board of trustees" means the board of trustees of Dixie State University.
42          (ii) "Institution" means Dixie State University.
43          (b) The board of trustees shall, in consultation with the board:
44          (i) develop a process to select a new name for the institution that involves the
45     opportunity for input and collaboration with the public, including:
46          (A) residents of southwestern Utah;
47          (B) institutional partners; and
48          (C) university faculty, staff, students, and alumni;
49          (ii) through the process described in Subsection (2)(b)(i), select a new name for the
50     institution that:
51          (A) does not include the term "Dixie"; and
52          (B) reflects the institution's mission and significance to the surrounding region and
53     state; and
54          (iii) present a new name for the institution to the board.
55          (c) The board shall vote to:
56          (i) approve to recommend to the Legislature the new name presented under Subsection
57     (2)(a)(iii); or
58          (ii) request that the board of trustees consider a different new name.
58a          Ĥ→ (d) Notwithstanding this Subsection (2), to honor the local traditional significance
58b     of the name of the institution, the institution may refer to the main campus as the "Dixie
58c     Campus". ←Ĥ
59          (3) (a) The board and the board of trustees shall recommend to the Legislature a new
60     name for the institution resulting from the process described in Subsection (2) to the Education
61     Interim Committee no later than November 1, 2021.
62          (b) During the first interim meeting after receiving the new name for the institution
63     under Subsection (3)(a) and no later than the November interim meeting, the Education Interim
64     Committee shall prepare and consider legislation for introduction in the next general or special
65     legislative session to incorporate the new name for the institution into the Utah Code.
