7     LONG TITLE
8     General Description:
9          This bill addresses the classification of certain documents as vital records.
10     Highlighted Provisions:
11          This bill:
12          ▸     clarifies that a marriage license and a certificate of the individual officiating at the
13     marriage are vital records; and
14          ▸     permits inspection of a marriage license and a certificate of the individual
15     officiating at the marriage only under certain circumstances.

24     Be it enacted by the Legislature of the state of Utah:
25          Section 1. Section 30-1-12 is amended to read:
26          30-1-12. Clerk to file license and certificate -- Designation as vital record.
27          (1) The license, together with the certificate of the individual officiating at the
28     marriage, shall be filed and preserved by the clerk, and shall be recorded by the clerk in a book
29     kept for that purpose, or by electronic means. The record shall be properly indexed in the

30     names of the parties so married.
31          (2) A transcript shall be promptly certified and transmitted by the clerk to the state
32     registrar of vital statistics.
33          (3) The license and the certificate of the individual officiating at the marriage are vital
34     records as defined in Section 26-2-2 and are subject to the inspection requirements described in
35     Section 26-2-22.
