10 General Description:
11 This bill creates the Children's Health Care Coverage Program.
12 Highlighted Provisions:
13 This bill:
14 ▸ amends provisions relating to outreach to promote health insurance coverage for
15 children;
16 ▸ creates the Children's Health Care Coverage Program;
17 ▸ describes the purposes of the program created in this bill;
18 ▸ creates the Children's Health Care Coverage Program Restricted Account; and
19 ▸ establishes a sunset date.

35 Be it enacted by the Legislature of the state of Utah:
36 Section 1. Section 26-18-15 is amended to read:
37 26-18-15. Process to promote health insurance coverage for children.
38 (1) The department, in collaboration with the Department of Workforce Services[
39 the State Board of Education, [
40 shall develop a process to promote health insurance coverage for a child in school when:

48 (2) The department, in collaboration with the Department of Workforce Services, shall
49 promote and facilitate the enrollment of children identified under Subsection (1)[
50 health insurance in the Utah Children's Health Insurance Program, the Medicaid program, or
51 the Utah Premium Partnership for Health Insurance Program.
52 Section 2. Section 26-18-27 is enacted to read:
53 26-18-27. Children's Health Care Coverage Program.
54 (1) As used in this section:
55 (a) "CHIP" means the Children's Health Insurance Program created in Section
56 26-40-103.
57 (b) "Program" means the Children's Health Care Coverage Program created in
58 Subsection (2).
59 (2) (a) There is created the Children's Health Care Coverage Program within the
60 department.
61 (b) The purpose of the program is to:
62 (i) promote health insurance coverage for children in accordance with Section
63 26-18-15;
64 (ii) conduct research regarding families who are eligible for Medicaid and CHIP to
65 determine awareness and understanding of available coverage;
66 (iii) analyze trends in disenrollment and identify reasons that families may not be
67 renewing enrollment, including any barriers in the process of renewing enrollment;
68 (iv) administer surveys to recently enrolled CHIP and children's Medicaid enrollees to
69 identify:
70 (A) how the enrollees learned about coverage; and
71 (B) any barriers during the application process;
72 (v) develop promotional material regarding CHIP and children's Medicaid eligibility,
73 including outreach through social media, video production, and other media platforms;
74 (vi) identify ways that the eligibility website for enrollment in CHIP and children's
75 Medicaid can be redesigned to increase accessibility and enhance the user experience;
76 (vii) identify outreach opportunities, including partnerships with community
77 organizations including:
78 (A) schools;
79 (B) small businesses;
80 (C) unemployment centers;
81 (D) parent-teacher associations; and
82 (E) youth athlete clubs and associations; and
83 (viii) develop messaging to increase awareness of coverage options that are available
84 through the department.
85 (3) (a) The department may not delegate implementation of the program to a private
86 entity.
87 (b) Notwithstanding Subsection (3)(a), the department may contract with a media
88 agency to conduct the activities described in Subsection (2)(b)(iv) and (vii).
89 Section 3. Section 63I-1-226 is amended to read:
90 63I-1-226. Repeal dates, Title 26.
91 (1) Subsection 26-1-7(1)(f), related to the Residential Child Care Licensing Advisory
92 Committee, is repealed July 1, 2024.
93 (2) Subsection 26-1-7(1)(h), related to the Primary Care Grant Committee, is repealed
94 July 1, 2025.
95 (3) Section 26-1-7.5, which creates the Utah Health Advisory Council, is repealed July
96 1, 2025.
97 (4) Section 26-1-40 is repealed July 1, 2022.
98 (5) Section 26-1-41 is repealed July 1, 2026.
99 (6) Section 26-7-10 is repealed July 1, 2025.
100 (7) Subsection 26-7-11(5), regarding reports to the Legislature, is repealed July 1,
101 2028.
102 (8) Section 26-7-14 is repealed December 31, 2027.
103 (9) Title 26, Chapter 9f, Utah Digital Health Service Commission Act, is repealed July

105 (10) Subsection 26-10-6(5), which creates the Newborn Hearing Screening Committee,

115 (15) Subsection 26-18-418(2), the language that states "and the Behavioral Health

133 Pediatric Neuro-Rehabilitation Fund, is repealed January 1, 2025.
134 (26) Title 26, Chapter 63, Nurse Home Visiting Pay-for-Success Program, is repealed
135 July 1, 2026.
136 (27) Title 26, Chapter 66, Early Childhood Utah Advisory Council, is repealed July 1,
137 2026.
138 Section 4. Appropriation.
139 The following sums of money are appropriated for the fiscal year beginning July 1,
140 2021, and ending June 30, 2022. These are additions to amounts previously appropriated for
141 fiscal year 2022.
142 Subsection 4(a). Operating and Capital Budgets.
143 Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the
144 Legislature appropriates the following sums of money from the funds or accounts indicated for
145 the use and support of the government of the state of Utah.
