13     LONG TITLE
14     General Description:
15          This concurrent resolution encourages the Division of Parks and Recreation to evaluate
16     options for designating the Bridal Veil Falls area as a state monument or state park.
17     Highlighted Provisions:
18          This resolution:
19          ▸     recognizes the beauty of the Bridal Veil Falls area and its use by thousands of
20     visitors for sightseeing and recreation;
21          ▸     acknowledges the efforts taken by Utah County to preserve and protect the Bridal
22     Veil Falls area;
23          ▸     acknowledges the Division of Parks and Recreation's expertise in managing Utah's
24     state parks and recreation opportunities;
25          ▸     discusses the Division of Parks and Recreation's plans for evaluating the options for
26     improving and maintaining the Bridal Veil Falls area; and
27          ▸     calls upon the Division of Parks and Recreation to present an analysis of the

28     advantages and challenges of designating the Bridal Veil Falls area as a state monument, and
29     alternatively as a state park, to the Natural Resources, Agriculture, and Environment Interim
30     Committee.

34     Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
35          WHEREAS, the Bridal Veil Falls area is one of Utah's most spectacular and beautiful
36     natural waterfalls, conveniently located in Provo Canyon and easily accessible from both the
37     Wasatch Front and the Heber Valley;
38          WHEREAS, each year thousands of visitors enjoy sightseeing and recreating at the
39     Bridal Veil Falls area;
40          WHEREAS, Utah County has taken steps to preserve the public's ability to use and
41     enjoy the Bridal Veil Falls area, including acquiring property around the falls;
42          WHEREAS, Utah County has set aside nearly $2 million to improve trails and safety at
43     the Bridal Veil Falls area, and legislative efforts are being taken to secure additional funding to
44     match the money set aside by Utah County;
45          WHEREAS, the Division of Parks and Recreation hosts millions of visitors each year at
46     Utah's state parks and is the state's expert on recreation;
47          WHEREAS, the Division of Parks and Recreation is skilled at managing recreation
48     services, hosting visitors, planning recreational opportunities, funding recreation, and
49     developing recreation experiences, facilities, and programs throughout Utah;
50          WHEREAS, the Division of Parks and Recreation plans to conduct a feasibility study in
51     coordination with Utah County to determine the costs associated with improving the visitor
52     experience and resolving safety concerns at the Bridal Veil Falls area; and
53          WHEREAS, the Division of Parks and Recreation also plans to prepare an operations
54     plan for the Bridal Veil Falls area that will include details regarding staffing needs, funding
55     required for fixed and variable costs, and ongoing maintenance funding:

56          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
57     Governor concurring therein, intends to create either a state monument or a state park at the
58     Bridal Veil Falls area with Utah County's approval and the support of Provo City.
59          BE IT FURTHER RESOLVED that the Legislature of the state of Utah, the Governor
60     concurring therein, recognizes and appreciates the efforts by Utah County and the Division of
61     Parks and Recreation to preserve and improve the Bridal Veil Falls area as a premier recreation
62     and sightseeing destination.
63          BE IT FURTHER RESOLVED that the Legislature and the Governor express their
64     appreciation for the Division of Parks and Recreation for being the state's leader in outdoor
65     recreation.
66          BE IT FURTHER RESOLVED that the Legislature and the Governor applaud the
67     Division of Parks and Recreation's plan to conduct a feasibility study and to prepare an
68     operational plan for the Bridal Veil Falls area.
69          BE IT FURTHER RESOLVED that the Legislature and the Governor call on the
70     Division of Parks and Recreation to use the information from the division's planned feasibility
71     study and operations plan to prepare proposals evaluating the advantages and challenges of
72     designating the Bridal Veil Falls area as a state monument, and alternatively as a state park.
73          BE IT FURTHER RESOLVED that the Legislature and the Governor call on Utah
74     County, Provo City, and other stakeholders to cooperate with the Division of Parks and
75     Recreation in the division's evaluation of the options for designating the Bridal Veil Falls area
76     as a state monument, and alternatively as a state park.
77          BE IT FURTHER RESOLVED that the Legislature and the Governor suggest that the
78     Division of Parks and Recreation submit proposals regarding the designation of the Bridal Veil
79     Falls area as a state monument, and alternatively as a state park, to the Natural Resources,
80     Agriculture, and Environment Interim Committee during the fall of 2021.
81          BE IT FURTHER RESOLVED that the Legislature and the Governor look forward to
82     working with the Division of Parks and Recreation, Utah County, and Provo City to determine
83     the best option for improving recreation opportunities at the Bridal Veil Falls area and for

84     showcasing the unique beauty of the Bridal Veil Falls area to sightseers throughout Utah and
85     the world.
86          BE IT FURTHER RESOLVED that a copy of this resolution be delivered to the Utah
87     County Commission, Provo City Council, Provo City Mayor, the Division of Parks and
88     Recreation, and the members of Utah's congressional delegation.
