7 LONG TITLE
8 General Description:
9 This bill supplements or reduces appropriations otherwise provided for the support and
10 operation of state government for the fiscal year beginning July 1, 2020 and ending June 30, 2021
11 and appropriates funds for the support and operation of state government for the fiscal year
12 beginning July 1, 2021 and ending June 30, 2022.
13 Highlighted Provisions:
14 This bill:
15 ▸ provides appropriations for the use and support of higher education agencies and
16 institutions;
17 ▸ provides appropriations for other purposes as described.
18 Money Appropriated in this Bill:
19 This bill appropriates $2,116,745,900 in operating and capital budgets for fiscal year 2022,
20 including:
21 ▸ $421,611,600 from the General Fund;
22 ▸ $766,228,900 from the Education Fund; and
23 ▸ $928,905,400 from various sources as detailed in this bill.
24 This bill appropriates $16,500,000 in restricted fund and account transfers for fiscal year
25 2022, all of which is from the Education Fund.
26 Other Special Clauses:
27 Section 1 of this bill takes effect immediately. Section 2 of this bill takes effect on July 1,
28 2021.

32 Be it enacted by the Legislature of the state of Utah:
33 Section 1. FY 2021 Appropriations. The following sums of money are appropriated for the
34 fiscal year beginning July 1, 2020 and ending June 30, 2021. These are additions to amounts
35 otherwise appropriated for fiscal year 2021.
36 Subsection 1(a). Operating and Capital Budgets. Under the terms and conditions of
37 Title 63J, Chapter 1, Budgetary Procedures Act, the Legislature appropriates the following sums of
38 money from the funds or accounts indicated for the use and support of the government of the state of
39 Utah.

492 Section 3. Effective Date.
493 If approved by two-thirds of all the members elected to each house, Section 1 of this bill
494 takes effect upon approval by the Governor, or the day following the constitutional time limit of
495 Utah Constitution Article VII, Section 8 without the Governor's signature, or in the case of a veto,
496 the date of override. Section 2 of this bill takes effect on July 1, 2021.
