7     LONG TITLE
8     General Description:
9          This bill requires the Department of Natural Resources to study and make
10     recommendations regarding radon gas.
11     Highlighted Provisions:
12          This bill:
13          ▸     defines terms; and
14          ▸     requires the Department of Natural Resources to study and make recommendations
15     to the Natural Resources, Agriculture, and Environment Interim Committee on:
16               •     ways to increase public awareness about the risks of radon gas; and
17               •     ways to mitigate Utah residents' exposure to radon.

26     Be it enacted by the Legislature of the state of Utah:
27          Section 1. Section 79-2-405 is enacted to read:
28          79-2-405. Radon study.
29          (1) As used in this section:
30          (a) "Committee" means the Natural Resources, Agriculture, and Environment Interim
31     Committee.
32          (b) "Department" means the Department of Natural Resources.
33          (2) The department shall study and make recommendations to the committee on:
34          (a) ways to increase public education and outreach regarding the risks of radon gas,
35     consistent with best available science and taking into account divergent scientific views; and
36          (b) ways to mitigate Utah residents' exposure to radon based on a scientifically sound
37     cost benefit analysis.
38          (3) The department may recommend legislation to the committee.
39          (4) As part of the study described in Subsection (2), the department shall consult with
40     public and private individuals and entities that may be necessary or helpful to accomplishing
41     the goals described in Subsection (2), which may include:
42          (a) the Utah Department of Environmental Quality;
43          (b) the Utah Department of Health;
44          (c) an individual or entity that possesses expertise in the field of radon testing and
45     mitigation;
46          (d) an individual or entity that represents the real estate field;
47          (e) an individual or entity that represents the construction industry;
48          (f) an individual or entity that represents a local health department;
49          (g) the state geologist or another individual or entity that possesses expertise in
50     geology; or
51          (h) a non-profit entity that is engaged in radon gas education or mitigation efforts.
52          (5) (a) The department shall provide a report on the status of the department's study
53     during or before the November interim meeting in 2021.
54          (b) The department shall provide a final report of the department's study and
55     recommendations, including any recommended legislation, during or before the first interim
56     meeting in 2022.
