7     LONG TITLE
8     General Description:
9          This bill directs the Division of Air Quality to conduct a feasibility study regarding the
10     creation of an air quality and changing climate solutions laboratory.
11     Highlighted Provisions:
12          This bill:
13          ▸     defines terms;
14          ▸     requires the Division of Air Quality to study the feasibility of creating a premier
15     state-level air quality and changing climate solutions laboratory;
16          ▸     addresses the elements that the feasibility study should include;
17          ▸     instructs the Division of Air Quality to coordinate with certain entities to prepare
18     the study;
19          ▸     instructs the Department of Administrative Services to assist the Division of Air
20     Quality with the feasibility study as requested; and
21          ▸     directs the Division of Air Quality to provide the study to the Natural Resources,
22     Agriculture, and Environment Interim Committee and the Legislative Management
23     Committee.

32     Be it enacted by the Legislature of the state of Utah:
33          Section 1. Section 19-2a-106 is enacted to read:
34          19-2a-106. Feasibility study for air quality laboratory.
35          (1) As used in this section:
36          (a) "Division" means the Division of Air Quality created in Section 19-1-105.
37          (b) "Laboratory" means the premier state-level air quality and changing climate
38     solutions laboratory that is the subject of the feasibility study to be conducted in accordance
39     with this section.
40          (c) "Study" means the feasibility study for creation of a premier state-level air quality
41     and changing climate solutions laboratory to be prepared in accordance with this section.
42          (2) The division shall conduct a study of the feasibility of creating a premier state-level
43     air quality and changing climate solutions laboratory.
44          (3) The study shall include the following components:
45          (a) a proposed mission statement for the laboratory;
46          (b) a summary of the air quality and changing climate solutions resources currently
47     utilized by or available to the division, including identification of any gaps in those services
48     that might be filled by the laboratory;
49          (c) an identification and evaluation of potential contributors to the laboratory;
50          (d) an assessment of the potential benefits to the state from the work output of the
51     laboratory;
52          (e) a projected timeline for creation of the laboratory;
53          (f) an evaluation of potential physical facilities for the laboratory; and
54          (g) financial and economic analyses, including an estimate of the initial and ongoing
55     costs to fund the laboratory.
56          (4) As needed, the division shall coordinate with the Department of Environmental
57     Quality, the Kem C. Gardner Policy Institute at the University of Utah, and other state and local
58     agencies, non-profit entities, professionals, and schools to prepare the study.

59          (5) The Department of Administrative Services shall assist the division with the study
60     at the division's request.
61          (6) The division shall provide the study to the Natural Resources, Agriculture, and
62     Environment Interim Committee and the Legislative Management Committee on or before
63     November 1, 2021.
