7     LONG TITLE
8     General Description:
9          This bill allows for Medicaid reimbursement for diabetes prevention services.
10     Highlighted Provisions:
11          This bill:
12          ▸     defines terms;
13          ▸     authorizes the department to reimburse a provider for certain diabetes prevention
14     services; and
15          ▸     creates a sunset date.
16     Money Appropriated in this Bill:
17          This bill appropriates in fiscal year 2022:
18          ▸     to the Department of Health -- Medicaid Services, One-time:
19               •     from the General Fund, One-time, $500,000.

31     Be it enacted by the Legislature of the state of Utah:
32          Section 1. Section 26-18-27 is enacted to read:
33          26-18-27. Reimbursement for diabetes prevention program.
34          (1) As used in this section, "DPP" means the National Diabetes Prevention Program
35     developed by the United States Centers for Disease Control and Prevention.
36          (2) Subject to appropriation, the Medicaid program shall reimburse a provider for an
37     enrollee's participation in the DPP if the enrollee:
38          (a) meets the DPP's eligibility requirements;
39          (b) begins the DPP on or after October 1, 2021, and before October 1, 2024; and
40          (c) has not previously participated in the DPP after October 1, 2021, and before
41     October 1, 2024.
42          (3) The Medicaid program may set the rate for reimbursement.
43          (4) The department may apply for a state plan amendment if necessary to implement
44     this section.
45          (5) (a) Before October 1, 2024, the department shall provide a written report regarding
46     the efficacy of the DPP and reimbursement under this section to the Health and Human
47     Services Interim Committee.
48          (b) The report described in Subsection (5)(a) shall include:
49          (i) the total number of enrollees who participated in the DPP;
50          (ii) the total number of classes held before August 1, 2024;
51          (iii) the costs incurred by the state under this section;
52          (iv) the percentage of enrollees described in Subsection (5)(b)(i) who:
53          (A) completed at least 20 classes; and
54          (B) developed type 2 diabetes after completing at least 20 classes;
55          (v) the total number of enrollees diagnosed with prediabetes before October 1, 2021;
56     and

57          (vi) the percentage of enrollees described in Subsection (5)(b)(v) who were diagnosed
58     with type 2 diabetes after October 1, 2021.
59          Section 2. Section 63I-1-226 is amended to read:
60          63I-1-226. Repeal dates, Title 26.
61          (1) Subsection 26-1-7(1)(f), related to the Residential Child Care Licensing Advisory
62     Committee, is repealed July 1, 2024.
63          (2) Subsection 26-1-7(1)(h), related to the Primary Care Grant Committee, is repealed
64     July 1, 2025.
65          (3) Section 26-1-7.5, which creates the Utah Health Advisory Council, is repealed July
66     1, 2025.
67          (4) Section 26-1-40 is repealed July 1, 2022.
68          (5) Section 26-1-41 is repealed July 1, 2026.
69          (6) Section 26-7-10 is repealed July 1, 2025.
70          (7) Subsection 26-7-11(5), regarding reports to the Legislature, is repealed July 1,
71     2028.
72          (8) Section 26-7-14 is repealed December 31, 2027.
73          (9) Title 26, Chapter 9f, Utah Digital Health Service Commission Act, is repealed July
74     1, 2025.
75          (10) Subsection 26-10-6(5), which creates the Newborn Hearing Screening Committee,
76     is repealed July 1, 2026.
77          (11) Section 26-10-11 is repealed July 1, 2025.
78          (12) Section 26-10b-106, which creates the Primary Care Grant Committee, is repealed
79     July 1, 2025.

187          Section 4. Appropriation.
188          The following sums of money are appropriated for the fiscal year beginning July 1,
189     2021, and ending June 30, 2022. These are additions to amounts previously appropriated for
190     fiscal year 2022. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
191     Act, the Legislature appropriates the following sums of money from the funds or accounts
192     indicated for the use and support of the government of the state of Utah.
