8 General Description:
9 This bill creates a grant program for local law enforcement agencies to provide outward
10 mindset and equality training.
11 Highlighted Provisions:
12 This bill:
13 ▸ defines terms;
14 ▸ allows local law enforcement agencies to provide outward mindset and equality
15 training to their officers;
16 ▸ creates a grant program to be administered by POST to assist in providing a training
17 program;
18 ▸ requires POST to define the requirements and curriculum for the program;
19 ▸ creates the Peace Officer Training Enhancement Restricted Account for the
20 program;
21 ▸ provides rulemaking authority; and
22 ▸ appropriates $500,000 to the account.

36 Be it enacted by the Legislature of the state of Utah:
37 Section 1. Section 53-6-214 is enacted to read:
38 53-6-214. Outward mindset and equality training -- Grant program --
39 Curriculum requirements.
40 (1) As used in this section:
41 (a) "Agency" means a local law enforcement agency, as defined in Subsection
42 53-13-101(7).
43 (b) "Outward mindset and equality training program" means a training program
44 approved by the division and intended and designed to train peace officers to develop an
45 outward mindset in policing by learning methods and techniques for treating all people justly
46 and equally.
47 (2) The division shall:
48 (a) review and approve a curriculum training program that meets the requirements of
49 Subsection (3);
50 (b) approve each training program provider; and
51 (c) under the direction of the POST Council, administer a grant program to provide a
52 requesting agency with full or partial funding for an approved outward mindset and equality
53 training program.
54 (3) An approved training program shall provide instruction in tools and methods to
55 develop an outward mindset in policing. The program shall include:
56 (a) implementation and practice of an applied self-awareness model focusing on
57 behavioral modification and increased self-awareness changes that influence interpersonal
58 relationships, collaboration, and productivity, and enable peace officers to learn techniques to
59 move from an inward mentality to an outward, collective benefitting mentality that supports the
60 officer's ability to see and treat all people justly and equally;
61 (b) conducting self-assessments of behavior consistent with an outward, collective
62 benefitting mentality;
63 (c) modules on policing in a way that is more collaborative; and
64 (d) planning methods to achieve individual, community, and organizational law
65 enforcement objectives.
66 (4) (a) There is created a restricted account within the General Fund known as the
67 Peace Officer Training Enhancement Restricted Account to be administered by the division.
68 (b) Appropriations to the account are nonlapsing.
69 (5) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, and
70 Subsection 53-6-105(1)(k), the director shall make rules:
71 (a) establishing criteria and standards for an outward mindset and equality training
72 program; and
73 (b) developing procedures for granting funds under this section to local law
74 enforcement agencies.
75 Section 2. Appropriation.
76 The following sums of money are appropriated for the fiscal year beginning July 1,
77 2021, and ending on June 30, 2022. These are additions to amounts previously appropriated for
78 fiscal year 2022. Under the terms and conditions of Title 63J, Budgetary Procedures Act, the
79 Legislature appropriates the following sums of money from the funds or accounts indicated for
80 the use and support of the government of the state of Utah.
