8 General Description:
9 This bill creates a grant program for local law enforcement agencies to provide outward
10 mindset and equality training.
11 Highlighted Provisions:
12 This bill:
13 ▸ defines terms;
14 ▸ allows local law enforcement agencies to provide outward mindset and equality
15 training to their officers;
16 ▸ creates a grant program to be administered by POST to assist in providing a training
17 program;
18 ▸ requires POST to define the requirements and curriculum for the program;
19 ▸ creates the Peace Officer Training Enhancement Restricted Account for the
20 program;
21 ▸ provides rulemaking authority; and
22 ▸ appropriates $500,000 to the account.
23 Money Appropriated in this Bill:
24 This bill appropriates for fiscal year 2022:

38 Be it enacted by the Legislature of the state of Utah:
39 Section 1. Section 53-6-214 is enacted to read:
40 53-6-214. Outward mindset and equality training -- Grant program --
41 Curriculum requirements.
42 (1) As used in this section:
43 (a) "Agency" means a local law enforcement agency, as defined in Subsection
44 53-13-101(7).
45 (b) "Outward mindset and equality training program" means a training program
46 approved by the division and intended and designed to train peace officers to develop an
47 outward mindset in policing by learning methods and techniques for treating all people justly
48 and equally.
49 (2) The division shall:
50 (a) review and approve a curriculum training program that meets the requirements of
51 Subsection (3);
52 (b) approve each training program provider; and
53 (c) under the direction of the POST Council, administer a grant program to provide a
54 requesting agency with full or partial funding for an approved outward mindset and equality
55 training program.
56 (3) An approved training program shall provide instruction in tools and methods to
57 develop an outward mindset in policing. The program shall include:
58 (a) implementation and practice of an applied self-awareness model focusing on
59 behavioral modification and increased self-awareness changes that influence interpersonal
60 relationships, collaboration, and productivity, and enable peace officers to learn techniques to
61 move from an inward mentality to an outward, collective benefitting mentality that supports the
62 officer's ability to see and treat all people justly and equally;
63 (b) conducting self-assessments of behavior consistent with an outward, collective
64 benefitting mentality;
65 (c) modules on policing in a way that is more collaborative; and
66 (d) planning methods to achieve individual, community, and organizational law
67 enforcement objectives.
68 (4) There is created a restricted account within the General Fund known as the Peace
69 Officer Training Enhancement Restricted Account to be administered by the division.
70 (a) The restricted account consists of appropriations by the Legislature.
71 (b) Funds in the account shall be used for grants to law enforcement agencies for an
72 outward mindset and equality training program in accordance with division rules.
73 (5) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, and
74 Subsection 53-6-105(1)(k), the director shall make rules:
75 (a) establishing criteria and standards for an outward mindset and equality training
76 program; and
77 (b) developing procedures for granting funds under this section to local law
78 enforcement agencies.
79 Section 2. Section 63J-1-602.1 is amended to read:

82 (1) The Utah Intracurricular Student Organization Support for Agricultural Education

218 Section 3. Appropriation.
219 The following sums of money are appropriated for the fiscal year beginning July 1,
220 2021, and ending on June 30, 2022. These are additions to amounts previously appropriated for
221 fiscal year 2022.
222 Subsection 2(a). Restricted Fund and Account Transfers.
223 The Legislature authorizes the State Division of Finance to transfer the following
224 amounts between the following funds or accounts as indicated. Expenditures and outlays from
225 the funds to which the money is transferred must be authorized by an appropriation.
