7     LONG TITLE
8     General Description:
9          This bill creates a grant program for local law enforcement agencies to provide outward
10     mindset and equality training.
11     Highlighted Provisions:
12          This bill:
13          ▸     defines terms;
14          ▸     allows local law enforcement agencies to provide outward mindset and equality
15     training to their officers;
16          ▸     creates a grant program to be administered by POST to assist in providing a training
17     program;
18          ▸     requires POST to define the requirements and curriculum for the program; and
19          ▸     provides rulemaking authority; and
20          ▸     appropriates $500,000 for the grant program.
21     Money Appropriated in this Bill:
22          This bill appropriates for fiscal year 2022:
23          ▸     to the Department of Public Safety -- Peace Officer Standards and Training:
24               •     from the General Fund, one-time, $500,000.

31     Be it enacted by the Legislature of the state of Utah:
32          Section 1. Section 53-6-214 is enacted to read:
33          53-6-214. Outward mindset and equality training -- Grant program --
34     Curriculum requirements.
35          (1) As used in this section:
36          (a) "Agency" means a local law enforcement agency, as defined in Subsection
37     53-13-101(7).
38          (b) "Outward mindset and equality training program" means a training program
39     approved by the division and intended and designed to train peace officers to develop an
40     outward mindset in policing by learning methods and techniques for treating all people justly
41     and equally.
42          (2) The division shall:
43          (a) review and approve a curriculum training program that meets the requirements of
44     Subsection (3);
45          (b) approve each training program provider; and
46          (c) under the direction of the POST Council, administer a grant program to provide a
47     requesting agency with full or partial funding for an approved outward mindset and equality
48     training program.
49          (3) An approved training program shall provide instruction in tools and methods to
50     develop an outward mindset in policing. The program shall include:
51          (a) implementation and practice of an applied self-awareness model focusing on
52     behavioral modification and increased self-awareness changes that influence interpersonal
53     relationships, collaboration, and productivity, and enable peace officers to learn techniques to
54     move from an inward mentality to an outward, collective benefitting mentality that supports the
55     officer's ability to see and treat all people justly and equally;
56          (b) conducting self-assessments of behavior consistent with an outward, collective

57     benefitting mentality;
58          (c) modules on policing in a way that is more collaborative; and
59          (d) planning methods to achieve individual, community, and organizational law
60     enforcement objectives.
61          (4) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, and
62     Subsection 53-6-105(1)(k), the director shall make rules:
63          (a) establishing criteria and standards for an outward mindset and equality training
64     program; and
65          (b) developing procedures for granting funds under this section to local law
66     enforcement agencies.
67          Section 2. Appropriation.
68          (1) The following sums of money are appropriated for the fiscal year beginning July 1,
69     2021, and ending on June 30, 2022. These are additions to amounts previously appropriated for
70     fiscal year 2022. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
71     Act, the Legislature appropriates the following sums of money from the funds or accounts
72     indicated for the use and support of the government of the state of Utah.

78          (2) It is the intent of the Legislature that the department use the funds appropriated to
