7     LONG TITLE
8     General Description:
9          This bill modifies the duties of the Utah Seismic Safety Commission.
10     Highlighted Provisions:
11          This bill:
12          ▸     requires the Utah Seismic Safety Commission to develop guides and videos for
13     homeowners related to the earthquake-related risks of unreinforced masonry
14     dwellings; and
15          ▸     makes technical changes.
16     Money Appropriated in this Bill:
17          This bill appropriates in fiscal year 2022:
18          ▸     to the Department of Public Safety -- Emergency Management -- Utah Seismic
19     Safety Commission, as a one-time appropriation:
20               •     from the General Fund, One-time, $75,000.

27     Be it enacted by the Legislature of the state of Utah:

28          Section 1. Section 63C-6-102 is amended to read:
29          63C-6-102. Meetings -- Duties -- Committees.
30          (1) The commission shall meet at the call of the chair, but not less than once each
31     quarter.
32          (2) The commission shall:
33          (a) review earthquake-related hazards and risks to the state of Utah and its inhabitants;
34          (b) prepare recommendations to identify and mitigate these hazards and risks;
35          (c) prioritize recommendations and present them to state and local government or other
36     appropriate entities for adoption as policy or loss reduction strategies;
37          (d) act as a source of information for individuals and groups concerned with
38     earthquake safety and as a promoter of earthquake loss reduction measures;
39          [(e) prepare a strategic seismic planning document to be presented to the State and
40     Local Interim Committee before the 1995 annual general session of the Legislature; and]
41          [(f)] (e) periodically update the planning document and monitor progress toward
42     achieving the goal of loss reduction[.]; and
43          (f) develop educational materials, including guides and videos, for homeowners in the
44     state that:
45          (i) explain the earthquake-related risks of an unreinforced masonry dwelling;
46          (ii) provide information for determining if a home is an unreinforced masonry
47     dwelling; and
48          (iii) provide information on how to retrofit a home to address unreinforced masonry.
49          (3) The commission may:
50          (a) divide into or create subcommittees as it determines necessary to carry out its duties
51     under this section; and
52          (b) accept contributions from other private or public sources and seek grants or funding
53     from the federal government for uses relating to seismic safety.
54          Section 2. Appropriation.
55          The following sums of money are appropriated for the fiscal year beginning July 1,
56     2021, and ending June 30, 2022. These are additions to amounts previously appropriated for
57     fiscal year 2022. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
58     Act, the Legislature appropriates the following sums of money from the funds or accounts

59     indicated for the use and support of the government of the state of Utah.

65          The Legislature intends that the money in this appropriation be used to develop the
