10 General Description:
11 This concurrent resolution recognizes the public service of Representative LaWanna
12 "Lou" Shurtliff.
13 Highlighted Provisions:
14 This resolution:
15 ▸ recognizes the public service of Representative LaWanna "Lou" Shurtliff; and
16 ▸ expresses appreciation for LaWanna "Lou" Shurtliff's many contributions to the
17 state of Utah and deep sympathy at her passing.

21 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
22 WHEREAS, LaWanna Miles "Lou" Shurtliff was born in 1935 in the small Star Valley
23 community of Smoot, Wyoming;
24 WHEREAS, during her childhood years LaWanna "Lou" Shurtliff learned the value of
25 hard work, spending time on her grandpa's farm attending to farm duties such as milking cows,
26 tending sheep, feeding the chickens, gathering eggs, and hauling hay;
27 WHEREAS, LaWanna "Lou" Shurtliff graduated from Star Valley High School in 1953
28 and graduated from Utah State University in 1957 with a degree in Business and a minor in
29 English;
30 WHEREAS, in 1957 LaWanna "Lou" Shurtliff married Robert Hadley Shurtliff, and
31 together they established a beautiful home in Roy, Utah;
32 WHEREAS, LaWanna "Lou" Shurtliff fostered many long-lasting relationships while
33 pursuing a variety of interests. She was a wonderful seamstress, played with a bridge club for
34 over 60 years, played Mahjong, was an avid golfer and bowler, and loved to travel with her
35 husband and friends, including escorting Ogden High seniors on their annual trip to Hawaii;
36 WHEREAS, LaWanna "Lou" Shurtliff taught English at Roy Junior High School and
37 went on to teach Business and Accounting at Ogden High School for 28 years;
38 WHEREAS, LaWanna "Lou" Shurtliff was an advocate for her students both inside and
39 outside the classroom;
40 WHEREAS, LaWanna "Lou" Shurtliff served as president of the Ogden Education
41 Association, director of the Utah Education Association, and member of the National
42 Education Association;
43 WHEREAS, LaWanna "Lou" Shurtliff served in the Utah House of Representatives,
44 representing District 10, from 1999 to 2008 and again from 2019 until her death in December
45 2020, having just won reelection to another term;
46 WHEREAS, LaWanna "Lou" Shurtliff had a keen mind and a gift for developing
47 relationships with representatives on both sides of the aisle and was loved and respected by
48 legislators throughout the state;
49 WHEREAS, LaWanna "Lou" Shurtliff was a political mentor for elected officials and
50 other people in her life and inspired people, young and old, to be more involved in bettering
51 their community. She led by example with her steadfast commitment to her principles and by
52 her personal touch, especially her candor and infectious laugh;
53 WHEREAS, LaWanna "Lou" Shurtliff was a member of The Church of Jesus Christ of
54 Latter-day Saints, was a beloved teacher, and served in many positions serving the youth and
55 women for many years;
56 WHEREAS, LaWanna "Lou" Shurtliff was deeply involved in the Ogden community,
57 was a member of the Richards Institute of Ethics, the Social Sciences Advisory Council of
58 Weber State University, the Ogden Weber ATC Foundation, the Ogden City School Board
59 Foundation, the Junior League of Ogden, and Arts International;
60 WHEREAS, LaWanna "Lou" Shurtliff received the Alumni Merit Award from Utah
61 State University, the Lieutenant Governor's Volunteer Recognition Certificate for her work
62 with the Weber County League of Women Voters, the Lewis W. Shurtliff Award for
63 Contributions to Education, the Utah Domestic Violence Council Award, the Weber County
64 Commission's Hero Award, and the Golden Apple Award for Teaching Excellence, and was a
65 member of the Order of the Pearl Kappa Delta Sorority and was on the Utah Education
66 Association Honor Roll;
67 WHEREAS, a good friend stated that "Lou gave back to her community in such a way
68 most people can only aspire to. Whether it was fighting for Utah schools, domestic violence
69 victims, funding the George E. Wahlen Ogden Veterans Home, or protecting the Ogden Nature
70 Center, the footprint she left on her community is one of giants"; and
71 WHEREAS, LaWanna "Lou" Shurtliff passed away on December 30, 2020:
72 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
73 Governor concurring therein, recognizes the many years of dedicated public service of
74 LaWanna "Lou" Shurtliff to the people of the state of Utah, expresses great appreciation for her
75 many contributions to the state, and expresses deep sympathy to her family, friends, and
76 constituents at her passing.
77 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the children and
78 siblings of LaWanna "Lou" Shurtliff.
