8 General Description:
9 This bill addresses issues with the collection and sharing of law enforcement data.
10 Highlighted Provisions:
11 This bill:
12 ▸ defines terms;
13 ▸ requires the Utah Commission on Criminal and Juvenile Justice to assemble a panel
14 of professionals and experts to study and make recommendations regarding the
15 collection and management of public safety data throughout the state;
16 ▸ requires the Utah Commission on Criminal and Juvenile Justice to report on the
17 panel's findings and recommendations to the Law Enforcement and Criminal Justice
18 Interim Committee; and
19 ▸ provides a repeal date.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Section 63I-2-263 is amended to read:
32 63I-2-263. Repeal dates, Title 63A to Title 63N.
33 (1) On July 1, 2020:
34 (a) Subsection 63A-1-203(5)(a)(i) is repealed; and
35 (b) in Subsection 63A-1-203(5)(a)(ii), the language that states "appointed on or after
36 May 8, 2018," is repealed.
37 (2) Section 63A-3-111 is repealed June 30, 2021.
38 (3) Title 63C, Chapter 19, Higher Education Strategic Planning Commission is
39 repealed July 1, 2021.
40 (4) Title 63C, Chapter 22, Digital Wellness, Citizenship, and Safe Technology
41 Commission is repealed July 1, 2023.
42 (5) The following sections regarding the World War II Memorial Commission are
43 repealed on July 1, 2022:
44 (a) Section 63G-1-801;
45 (b) Section 63G-1-802;
46 (c) Section 63G-1-803; and
47 (d) Section 63G-1-804.
48 (6) Subsections 63G-6a-802(1)(d) and 63G-6a-802(3)(b)(iii), regarding a procurement
49 relating to a vice presidential debate, are repealed January 1, 2021.
50 (7) In relation to the State Fair Park Committee, on January 1, 2021:
51 (a) Section 63H-6-104.5 is repealed; and
52 (b) Subsections 63H-6-104(8) and (9) are repealed.
53 (8) Section 63H-7a-303 is repealed July 1, 2024.
54 (9) Subsection 63J-1-206(3)(c), relating to coronavirus, is repealed July 1, 2021.
55 (10) In relation to the Employability to Careers Program Board, on July 1, 2022:
56 (a) Subsection 63J-1-602.1(57) is repealed;
57 (b) Subsection 63J-4-301(1)(h), related to the review of data and metrics, is repealed;
58 and
59 (c) Title 63J, Chapter 4, Part 7, Employability to Careers Program, is repealed.
60 (11) Title 63M, Chapter 4, Part 8, Voluntary Home Energy Information Pilot Program
61 Act, is repealed January 1, 2022.
62 (12) Sections 63M-7-213 and 63M-7-213.5 are repealed on January 1, 2023.
63 (13) Section 63M-7-217 is repealed on July 1, 2022.

69 Section 2. Section 63M-7-217 is enacted to read:
70 63M-7-217. Public safety data collection.
71 (1) As used in this section:
72 (a) "Commission" means the State Commission on Criminal and Juvenile Justice
73 created in Section 63M-7-201.
74 (b) "Committee" means the Law Enforcement and Criminal Justice Interim Committee.
75 (c) "Executive director" means the executive director of the commission appointed
76 under Section 63M-7-203.
77 (d) "Records system" means a records management system that is used to create, store,
78 retrieve, retain, archive, or view information, records, documents, or files pertaining to public
79 safety.
80 (2) The commission shall assemble a panel of professionals and experts in the areas of
81 law enforcement, public safety, records management technology, and county and municipal
82 government.
83 (3) Under the direction of the executive director or the executive director's designee,
84 the panel described in Subsection (2) shall study and make recommendations regarding:
85 (a) the various records systems that are being used by public safety entities throughout
86 the state;
87 (b) the data that public safety entities are collecting throughout the state and what data
88 should be collected to inform public safety policymaking decisions and achieve the goals of the
89 Justice Reinvestment Initiative;
90 (c) possible ways to connect the various records systems used throughout the state so
91 that public safety data can be shared between public safety entities and with policymakers;
92 (d) possible statewide policies for public safety data collection, including a uniform
93 data coding system;
94 (e) the estimated cost of implementing the options identified by the panel under
95 Subsections (3)(b) through (d); and
96 (f) a projected timeline for implementing the options identified by the panel under
97 Subsections (3)(b) through (d).
98 (4) On or before the November 2021 interim meeting, the commission shall provide a
99 report to the committee that includes the findings and recommendations of the panel described
100 in Subsection (3).
