27 Be it enacted by the Legislature of the state of Utah:
28 Section 1. Section 20A-3a-201 is amended to read:
29 20A-3a-201. Voting methods.
30 (1) Except for an election conducted entirely by mail under Section 20A-7-609.5, a
31 voter may vote as follows:
32 (a) by mail;
33 (b) at a polling location during early voting hours;
34 (c) at a polling location on election day when the polls are open;
35 (d) if the voter is an individual with a disability, by voting remotely, via a mechanical
36 ballot or via electronic means if approved by the election officer;
37 (e) electronically or via a federal write-in absentee ballot if the voter is a covered voter,
38 as defined in Section 20A-16-102; [
39 (f) by emergency ballot, in accordance with Part 3, Emergency Ballots[
40 (g) electronically, if permitted by a county in accordance with Subsection 20A-6-
41 103(1); or
42 (h) electronically, if the voter is voting in a municipal election conducted in accordance
43 with Subsection 20A-6-103(2).
44 (2) A voter may not vote at a polling place if the voter voted by mail or in a manner
45 described in Subsections (1)(d) through (f).
46 Section 2. Section 20A-6-103 is amended to read:
47 20A-6-103. Internet voting pilot projects.
48 (1) Notwithstanding any provision of this title to the contrary, a county may allow a
49 covered voter, as defined in Section 20A-16-102, or a voter with a disability, as defined in 42
50 U.S.C. 12102(1), to register to vote, and vote electronically.
51 (2) Notwithstanding any provision of this title to the contrary, a municipality may
52 allow a voter to vote electronically in a municipal election via electronic means approved by
53 the municipality's election officer.
