8 General Description:
9 This bill requires the Department of Public Safety to develop and administer a support
10 program to assist municipalities and counties to establish citizen advisory boards.

25 Be it enacted by the Legislature of the state of Utah:
26 Section 1. Section 53-1-121 is enacted to read:
27 53-1-121. Citizen advisory boards.
28 (1) As used in this section, "citizen advisory board" means a local board that:
29 (a) is made up of citizens of a municipality or county; and
30 (b) has authority to review and make recommendations to a municipality or county
31 regarding:
32 (i) police conduct or misconduct; or
33 (ii) rules or policies relating to police conduct or misconduct.
34 (2) The department shall:
35 (a) develop and administer a support program to assist municipalities and counties to
36 establish citizen advisory boards; and
37 (b) provide consultation to municipalities and counties on the best methods of
38 establishing and administering a citizen advisory board.
