7     LONG TITLE
8     General Description:
9          This bill creates the State and Local Health Departments Review Task Force.
10     Highlighted Provisions:
11          This bill:
12          ▸     creates the State and Local Health Departments Review Task Force; and
13          ▸     describes the membership, rules, compensation, staffing, and duties of the task
14     force.

25     Be it enacted by the Legislature of the state of Utah:
26          Section 1. Section 36-29-108 is enacted to read:
27          36-29-108. State and Local Health Departments Review Task Force.

28          (1) As used in this section:
29          (a) "Local health department" means the same as that term is defined in Section
30     26A-1-102.
31          (b) "Task force" means the State and Local Health Departments Review Task Force
32     created in Subsection (2).
33          (2) There is created the State and Local Health Departments Review Task Force
34     consisting of the following 12 members:
35          (a) five members of the Senate appointed by the president of the Senate, no more than
36     three of whom may be from the same political party; and
37          (b) seven members of the House of Representatives appointed by the speaker of the
38     House of Representatives, no more than five of whom may be from the same political party.
39          (3) (a) The president of the Senate shall designate one of the Senate appointees as a
40     cochair of the task force.
41          (b) The speaker of the House of Representatives shall designate one of the House of
42     Representatives appointees as a cochair of the task force.
43          (4) A vacancy in a position appointed under Subsection (2)(a) or (b) shall be filled by
44     appointing a replacement member in the same manner as the member creating the vacancy was
45     appointed under Subsection (2)(a) or (b).
46          (5) The task force shall conduct business in accordance with the rules of legislative
47     interim committees.
48          (6) Salaries and expenses of the members of the task force shall be paid in accordance
49     with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3, Legislator Compensation.
50          (7) The Office of Legislative Research and General Counsel and the Office of the
51     Legislative Fiscal Analyst shall provide staff support to the task force.
52          (8) The task force shall:
53          (a) conduct a thorough review of the powers, duties, organization, and activities of the
54     Department of Health and local health departments;
55          (b) request legislative audits, as appropriate; and
56          (c) develop recommendations for legislative action to:
57          (i) improve the effectiveness and efficiency of the Department of Health and local
58     health departments; and

59          (ii) clarify the proper roles of the Department of Health and local health departments.
60          (9) (a) On or before November 10 each year, the task force shall report to the
61     Legislative Management Committee, the Health and Human Services Interim Committee, and
62     the Social Services Appropriations Committee.
63          (b) The report described in Subsection (9)(a) shall include a summary of the task
64     force's activities and recommendations.
65          Section 2. Section 63I-2-236 is amended to read:
66          63I-2-236. Repeal dates -- Title 36.
67          (1) Section 36-29-105 is repealed on December 31, 2020.
68          (2) Section 36-29-108 is repealed on January 1, 2025.
