7     LONG TITLE
8     General Description:
9          This resolution makes recommendations to the Utah State Board of Education
10     regarding critical race theory.
11     Highlighted Provisions:
12          This resolution:
13          ▸     recognizes the importance of appropriate education on history, civil rights, and
14     racism;
15          ▸     identifies risks of critical race theory in public education; and
16          ▸     makes recommendations to the Utah State Board of Education regarding the
17     prohibition of certain concepts.
18     Special Clauses:
19          None
20     

21     Be it resolved by the Senate of the state of Utah:
22          WHEREAS, educating students in Utah's public education system on history, civil
23     rights, racism, and the negative impacts racism has had throughout history is necessary and
24     should be done in a thoughtful, historically accurate, and appropriate manner;
25          WHEREAS, some concepts contained in critical race theory degrade important societal
26     values and, if introduced in classrooms, would harm students' learning in the public education
27     system;

28          WHEREAS, the Utah State Board of Education has the statutory responsibility to
29     establish rules and minimum standards for the public schools, including curriculum and
30     instruction requirements:
31          NOW, THEREFORE, BE IT RESOLVED that the Senate strongly recommends that
32     the Utah State Board of Education review standards for curriculum and ensure that Ŝ→ [

33     curriculum or instructional materials in the state include

the following concepts Ŝ→ are not
33a     included in the curriculum standards ←Ŝ :
34          ▸     that one race is inherently superior or inferior to another race;
35          ▸     that an individual should be discriminated against or receive adverse treatment
36     because of the individual's race; or
37          ▸     that an individual's moral character is determined by the individual's race.
38          BE IT FURTHER RESOLVED that the Senate strongly recommends that no training or
39     training material that the Utah State Board of Education or a local education agency provides
40     include the concepts described in Ŝ→ [
this resolution] the preceding paragraph ←Ŝ .
41          BE IT FURTHER RESOLVED that the Utah State Board of Education report back to
42     the Education Interim Committee regarding the board's progress related to this resolution.
