7     LONG TITLE
8     General Description:
9          This bill creates a working group to study harm reduction oriented strategies to reduce
10     overdose injuries and deaths in the state.
11     Highlighted Provisions:
12          This bill:
13          ▸     directs the Utah Substance Ĥ→ [
Abuse] Use and Mental Health ←Ĥ Advisory Council
13a     to convene a working group to
14     study harm reduction oriented strategies to reduce overdose injuries and deaths;
15          ▸     describes the purpose and membership of the working group; and
16          ▸     creates a reporting requirement and a sunset date.

27     Be it enacted by the Legislature of the state of Utah:

28          Section 1. Section 63I-2-263 is amended to read:
29          63I-2-263. Repeal dates, Title 63A to Title 63N.
30          [(1) Section 63A-3-111 is repealed June 30, 2021.]
31          [(2) Title 63C, Chapter 19, Higher Education Strategic Planning Commission is
32     repealed July 1, 2021.]
33          [(3)] (1) Title 63C, Chapter 22, Digital Wellness, Citizenship, and Safe Technology
34     Commission is repealed July 1, 2023.
35          [(4)] (2) Section 63G-1-502 is repealed July 1, 2022.
36          [(5)] (3) The following sections regarding the World War II Memorial Commission are
37     repealed on July 1, 2022:
38          (a) Section 63G-1-801;
39          (b) Section 63G-1-802;
40          (c) Section 63G-1-803; and
41          (d) Section 63G-1-804.
42          [(6)] (4) Section 63H-7a-303 is repealed July 1, 2024.
43          [(7) Subsection 63J-1-206(3)(c), relating to coronavirus, is repealed July 1, 2021.]
44          [(8)] (5) Sections 63M-7-213 and 63M-7-213.5 are repealed on January 1, 2023.
45          [(9)] (6) Section 63M-7-217 is repealed on July 1, 2022.
46          (7) Section 63M-7-303.1 is repealed on January 1, 2023.
47          [(10)] (8) Title 63N, Chapter 13, Part 3, Facilitating Public-private Partnerships Act, is
48     repealed January 1, 2024.
49          [(11) Title 63N, Chapter 15, COVID-19 Economic Recovery Programs, is repealed
50     December 31, 2021.]
51          Section 2. Section 63M-7-303.1 is enacted to read:
52          63M-7-303.1. Working group to study strategies for overdose harm reduction.
53          (1) The council shall convene a working group to study harm reduction oriented
54     strategies to address overdose injuries and deaths, including the feasibility of establishing:
55          (a) a pilot program for overdose prevention;
56          (b) a mobile unit to increase access to certain medication-assisted therapies for
57     vulnerable or marginalized areas and populations; and
58          (c) other evidence-based harm reduction strategies.

59          (2) The working group convened under Subsection (1) shall include representation
60     from at least the following groups:
61          (a) family members impacted by drug overdose;
62          (b) recovery community advocates;
63          (c) a Ĥ→ [
local] city or county ←Ĥ elected official;
64          (d) Ĥ→ [
local] a member of ←Ĥ law enforcement;
65          (e) Ĥ→ [
local] a member of a ←Ĥ fire department;
66          (f) Ĥ→ [

74          (3) On or before November 16, 2022, the working group convened under Subsection
75     (1) shall report to the Health and Human Services Interim Committee strategies and proposals
76     for legislative changes to reduce overdose injuries and deaths through harm reduction oriented
77     strategies, including the feasibility of establishing:
78          (a) a pilot program for overdose prevention;
79          (b) a mobile unit to increase access to certain medication-assisted therapies for
80     vulnerable or marginalized areas and populations; and
81          (c) other evidence-based harm reduction strategies.
