8     LONG TITLE
9     General Description:
10          This joint resolution of the Legislature proposes to amend the Utah Constitution to
11     modify a provision relating to inherent and inalienable rights.
12     Highlighted Provisions:
13          This resolution proposes to amend the Utah Constitution to:
14          ▸     modify a provision about inherent and inalienable rights to:
15               •     state that all persons are by nature free and independent;
16               •     include the right to pursue Ĥ→ [and obtain] ←Ĥ happiness, safety, and privacy; and
17               •     indicate that the list of rights specified in this provision is not an exclusive list
18     of inherent and inalienable rights; and
19          ▸     make technical changes.
20     Special Clauses:
21          This resolution directs the lieutenant governor to submit this proposal to voters.
22          This resolution provides a contingent effective date of January 1, 2023 for this proposal.

25          ARTICLE I, SECTION 1

27     Be it resolved by the Legislature of the state of Utah, two-thirds of all members elected to each
28     of the two houses voting in favor thereof:
29          Section 1. It is proposed to amend Utah Constitution, Article I, Section 1, to read:
30          Article I, Section 1. [Inherent and inalienable rights.]
31          All persons are by nature free and independent and have [the] inherent and inalienable
32     [right] rights, including: to enjoy and defend their lives and liberties; to pursue Ĥ→ [and obtain] ←Ĥ  33     happiness, safety, and privacy; to acquire, possess, and protect property; to worship according
34     to the dictates of their consciences; to assemble peaceably, protest against wrongs, and petition
35     for redress of grievances; and to communicate freely their thoughts and opinions, being
36     responsible for the abuse of that right.
37          Section 2. Submittal to voters.
38          The lieutenant governor is directed to submit this proposed amendment to the voters of
39     the state at the next regular general election in the manner provided by law.
40          Section 3. Contingent effective date.
41          If the amendment proposed by this joint resolution is approved by a majority of those
42     voting on it at the next regular general election, the amendment shall take effect on January 1,
43     2023.
