8     LONG TITLE
9     General Description:
10          This joint resolution encourages review of the benefits of blended cements and
11     encourages their use.
12     Highlighted Provisions:
13          This resolution:
14          ▸     describes blended cements, their use, and benefits;
15          ▸     discusses policies related to use of environmentally beneficial products; and
16          ▸     encourages the review of the benefits of blended cements and the adoption of
17     standards to allow the use of blended cements in state building projects, roads, and
18     bridges, with a target date of October 1, 2022.
19     Special Clauses:
20          None
21     

22     Be it resolved by the Legislature of the state of Utah:
23          WHEREAS, blended cements are innovative and proven products;
24          WHEREAS, portland cement is an industry term for the most commonly used cement
25     that contains up to 5% ground limestone;

26          WHEREAS, portland limestone is an industry term for a type of blended cement that
27     consists of between 5% and 15% ground limestone, which is an abundant natural resource in
28     the state of Utah;
28a     Ĥ→ WHEREAS, diatomaceous earth and natural pozzolan are geologic materials readily
28b     available in the state of Utah and are additives that can enhance the performance of blended
28c     cements; ←Ĥ
29          WHEREAS, blended cements are used to reduce CO2 and enhance durability;
30          WHEREAS, blended cements have been developed and used effectively in other states
31     for many years as a suitable alternative for traditional cement;
32          WHEREAS, the development of portland limestone cement and other blended cements
33     are known to result in reduced carbon dioxide emissions than the production of traditional
34     cement;
35          WHEREAS, Utah is an important cement producing state in the country;
36          WHEREAS, Utah has a responsibility to conduct Utah's work in a manner that will
37     encourage the production and use of products known to have environmental benefits;
38          WHEREAS, federal policies are expected to continue prioritizing emission reduction
39     and sustainability with specific regard to publicly funded projects;
40          WHEREAS, Utah's economic development is among the most robust in the nation and
41     the demand for new construction is high;
42          WHEREAS, for the reasons described in this resolution, it is in the best interest of all
43     parties engaged in the construction of state projects to begin a methodical transition toward the
44     incorporation of portland limestone cement and other blended cements; and
45          WHEREAS, the Division of Facilities Construction and Management and Department
46     of Transportation may within their discretion enact or take measures that will result in the use
47     of blended cements in state projects:
48          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
49     encourages the Division of Facilities Construction and Management and the Department of
50     Transportation to review the benefits of blended cements and within their discretion adopt
51     standards to allow use of blended cements in state building projects, roads, and bridges, with a
52     target date of October 1, 2022.
53          BE IT FURTHER RESOLVED that a copy of this resolution be given to the director of
54     the Division of Facilities Construction and Management and the executive director of the
55     Department of Transportation.
