7     LONG TITLE
8     General Description:
9          This bill enacts provisions related to funding conservation and exposition programs.
10     Highlighted Provisions:
11          This bill:
12          ▸     defines terms;
13          ▸     creates the Wildlife Conservation Fund; and
14          ▸     outlines what the fund consists of and how it can be distributed.

23     Be it enacted by the Legislature of the state of Utah:
24          Section 1. Section 23-13-20 is enacted to read:
25          23-13-20. Wildlife Conservation Fund.
26          (1) As used in this section:
27          (a) "Fund" means the Wildlife Conservation Fund created by this section.
28          (b) "Wildlife conservation permit program" means a program under which the division
29     issues permit opportunities to be sold by a conservation organization for auction to the highest

30     bidder at a fund-raising event.
31          (c) "Wildlife exposition program" means a program under which the division allocates
32     permits to a drawing administered by a selected conservation organization as part of a regional
33     or national exposition for the purpose of generating revenue to fund wildlife conservation
34     activities in Utah.
35          (2) There is created an expendable special revenue fund known as the "Wildlife
36     Conservation Fund."
37          (3) The fund consists of:
38          (a) wildlife conservation permit program revenue transferred to the division pursuant to
39     rules, made by the Wildlife Board in accordance with Title 63G, Chapter 3, Utah
40     Administrative Rulemaking Act;
41          (b) wildlife exposition program revenue transferred to the division pursuant to rules,
42     made by the Wildlife Board in accordance with Title 63G, Chapter 3, Utah Administrative
43     Rulemaking Act;
44          (c) money appropriated to the fund by the Legislature;
45          (d) contributions, grants, gifts, transfers, bequests, and donations to the fund accepted
46     by the division and specifically directed to the fund; and
47          (e) interest and earnings on the fund.
48          (4) (a) The fund shall earn interest and other earnings.
49          (b) The interest and earnings described in Subsection (4)(a) shall be deposited into the
50     fund.
51          (5) (a) The division shall use proceeds in the fund to carry out the purposes of the
52     wildlife conservation permit program or wildlife exposition program.
53          (b) Deposits into and expenditures from the fund shall specifically identify the wildlife
54     conservation permit program or wildlife exposition program to which the deposits and
55     expenditures apply.
56          (c) The division shall make expenditures from the fund consistent with the rules
57     governing the applicable program.

58          (6) The division shall annually report to the Natural Resources, Agriculture, and
59     Environmental Quality Appropriations Subcommittee regarding the amount of money in the
60     fund from the sources of money for the fund and how the money is expended.
