7     LONG TITLE
8     General Description:
9          This bill requires a local education agency to provide training on seizures and seizure
10     disorders.
11     Highlighted Provisions:
12          This bill:
13          ▸     requires a local education agency to provide training on seizures to teachers and
14     other individuals; and
15          ▸     requires the State Board of Education to adopt training and program guidelines.

24     Be it enacted by the Legislature of the state of Utah:
25          Section 1. Section 53G-9-212 is enacted to read:
26          53G-9-212. Seizure awareness.
27          (1) (a) Beginning with the 2022-23 school year, an LEA shall provide, as described in
28     Subsection (1)(b) and subject to Subsection (3), training to:
29          (i) a teacher who teaches a student who has informed the student's school or teacher

30     that the student has epilepsy or a similar seizure disorder; and
31          (ii) an administrator at the school where the student described in Subsection (1)(a)(i)
32     attends.
33          (b) The training shall:
34          (i) be offered every two years; and
35          (ii) include:
36          (A) recognizing signs and symptoms of seizures; and
37          (B) appropriate steps for seizure first aid.
38          (2) Beginning with the 2023-24 school year, an LEA shall provide, as described in
39     Subsection (1)(b) and subject to Subsection (3), training to administrators, teachers, classroom
40     aides, and other individuals who interact with or supervise students.
41          (3) (a) The state board shall adopt guidelines for the training described in Subsections
42     (1)(a) and (2).
43          (b) The guidelines shall be consistent with programs and guidelines developed by the
44     Epilepsy Foundation of America or another national nonprofit organization that supports
45     individuals with epilepsy and seizure disorders.
46          (4) A training offered under this section may not require a person to provide first aid to
47     a student experiencing or showing symptoms of a seizure.
