8     LONG TITLE
9     General Description:
10          This bill creates the State Employee Cost Cutting Reporting Initiative.
11     Highlighted Provisions:
12          This bill:
13          ▸     creates the State Employee Cost Cutting Reporting Initiative;
14          ▸     directs the Division of Human Resource Management to administer the initiative;
15     and
16          ▸     provides rulemaking authority.

25     Be it enacted by the Legislature of the state of Utah:
26          Section 1. Section 63A-17-808 is enacted to read:
27          63A-17-808. Creation of the State Employee Cost Cutting Reporting Initiative --

28     Rulemaking authority.
29          (1) No later than January 1, 2023, the division shall establish the State Employee Cost
30     Cutting Reporting Initiative to allow a state employee to anonymously report through an online
31     reporting tool any cost cutting measure, idea for optimizing the use of state funds, or inefficient
32     use or misuse of taxpayer dollars that the employee becomes aware of in the course of the
33     employee's state employment.
34          (2) The division shall:
35          (a) create and maintain the online reporting tool described in Subsection (1);
36          (b) inform state employees of the initiative and encourage state employees to use the
37     online reporting tool; and
38          (c) encourage a state employee who intends to separate from state employment to use
39     the online reporting tool on or before the state employee separates from state employment.
40          (3) The division shall compile the information submitted through the online reporting
41     tool into an annual report and provide a copy of the report to the Executive Appropriations
42     Committee, the Government Operations Interim Committee, the Governor's Office of Planning
43     and Budget, and the state auditor.
44          (4) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the
45     division may make rules to implement the provisions of this section.
