11     General Description:
12          This bill adopts the statewide resource management plan.
13     Highlighted Provisions:
14          This bill:
15          ▸     modifies provisions related to the process for the Public Lands Policy Coordinating
16     Office to propose changes to the state resource management plan and legislative
17     adoption;
18          ▸     adopts the statewide resource management plan on file with the Public Lands Policy
19     Coordinating Office; and
20          ▸     makes technical changes.

29     Be it enacted by the Legislature of the state of Utah:
30          Section 1. Section 63L-10-103 is amended to read:
31          63L-10-103. Statewide resource management plan adopted.
32          (1) The statewide resource management plan, dated [January 2, 2018] November 10,
33     2021, and on file with the office, is hereby adopted.
34          (2) The office shall, to the extent possible and as funding allows, monitor federal, state,
35     and local government compliance with the plan.
36          (3) (a) If the office [modifies] finds the need to modify the plan, the office shall notify
37     the commission of the modification and the office's reasoning for the modification [within 30
38     days of the day on which the modification is made].
39          (b) The office shall coordinate with the commission to discuss policy direction and to
40     draft any modifications to the plan.
41          (c) A modification to the plan takes effect only after being approved by the Legislature.
42          (4) (a) The commission may request additional information of the office regarding any
43     modifications to the plan, as described in Subsection (3).
44          (b) The office shall promptly respond to any request for additional information, as
45     described in Subsection (4)(a).
46          (c) The commission may make a recommendation that the Legislature approve a
47     modification or disapprove a modification, or the commission may decline to take action.
48          (5) The office shall annually:
49          (a) prepare a report detailing what changes, if any, are recommended for the plan and
50     deliver the report to the commission before August 31; and
51          (b) report on the implementation of the plan at the federal, state, and local levels to the
52     commission before August 31.
53          (6) If the commission makes a recommendation that the Legislature approve a
54     modification, the commission shall prepare a bill in anticipation of the annual general session
55     of the Legislature to implement the change.
