7     LONG TITLE
8     General Description:
9          This bill amends provisions regarding curriculum transparency.
10     Highlighted Provisions:
11          This bill:
12          ▸     requires local governing boards to continue and encourage methods to ensure
13     curriculum transparency; and
14          ▸     makes technical changes.

23     Be it enacted by the Legislature of the state of Utah:
24          Section 1. Section 53E-2-201 is amended to read:
25          53E-2-201. Policy for Utah's public education system.

26          (1) (a) The continuous cultivation of an informed and virtuous citizenry among
27     succeeding generations is essential to the state and the nation.
28          (b) The state's public education system is established and maintained as provided in
29     Utah Constitution, Article X, and this public education code.
30          (c) Parents have the primary responsibility for the education of their children and elect
31     representatives in the Legislature and on state and local school boards to administer the state
32     public education system, which provides extensive support and assistance. All children of the
33     state are entitled to a free elementary and secondary public education as provided in Utah
34     Constitution, Article X.
35          (d) Public schools fulfill a vital purpose in the education and preparation of informed
36     and responsible citizens who:
37          (i) fully understand and lawfully exercise their individual rights and liberties;
38          (ii) become self-reliant and able to provide for themselves and their families; and
39          (iii) contribute to the public good and the health, welfare, and security of the state and
40     the nation.
41          (2) In the implementation of all policies, programs, and responsibilities adopted in
42     accordance with this public education code, the Legislature, the state board, local school
43     boards, and charter school governing boards shall:
44          (a) respect, protect, and further the interests of parents in their children's public
45     education; [and]
46          (b) promote and encourage full and active participation and involvement of parents at
47     all public schools[.]; and
48          (c) continue and encourage measures to ensure transparency in curriculum use,
49     development, and organization.
