7     LONG TITLE
8     General Description:
9          This bill creates the Community Policing Training Grant Program.
10     Highlighted Provisions:
11          This bill:
12          ▸     creates the Community Policing Training Grant Program;
13          ▸     provides the State Commission on Criminal and Juvenile Justice will administer the
14     grant program;
15          ▸     requires law enforcement agencies to apply to the commission for grants to provide
16     training; and
17          ▸     requires a report to the commission from each agency awarded a grant.
18     Money Appropriated in this Bill:
19          This bill appropriates in fiscal year 2023:
20          ▸     to the Governor's Office - Commission on Criminal and Juvenile Justice - CCJJ
21     Commission as a one-time appropriation:
22               •     from the General Fund, One-time, $999,995.

29     Be it enacted by the Legislature of the state of Utah:
30          Section 1. Section 63M-7-218 is enacted to read:
31          63M-7-218. Grants for community policing training.
32          (1) There is created the Community Policing Training Grant Program. The commission
33     shall administer the program to award grants to local law enforcement agencies to provide
34     training in community policing.
35          (2) A community policing training program shall improve unity, equity, and support for
36     the implementation of procedural justice-based training to peace officers.
37          (3) The training program shall include:
38          (a) de-escalation, strategic communication, and community trust building skills;
39          (b) techniques designed to reduce officer-involved incidents; and
40          (c) methods for improving relations between law enforcement officers and the
41     communities they serve.
42          (4) The local law enforcement agency shall apply to the commission for a training
43     grant. The application shall provide the following information:
44          (a) the name of the entity to provide the training;
45          (b) how many officers the training will include;
46          (c) the length of the training;
47          (d) the cost of the training;
48          (e) proposed training dates, if available; and
49          (f) a description of how the training will improve community policing.
50          (5) Each law enforcement agency awarded a grant under this section shall, within 180
51     days of the completion of the training, provide a report to the commission that includes:
52          (a) a description of the training;
53          (b) how many officers were included in the training;
54          (c) whether the training was with a live person, or electronic; and
55          (d) the agency's perceived effectiveness of the training.
56          Section 2. Appropriation.
57          The following sums of money are appropriated for the fiscal year beginning July 1,
58     2022, and ending June 30, 2023. These are additions to amounts previously appropriated for

59     fiscal year 2023. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
60     Act, the Legislature appropriates the following sums of money from the funds or accounts
61     indicated for the use and support of the government of the state of Utah.

67          The Legislature intends that:
68          (1) appropriations provided under this section be used for the Community Policing
69     Training Grant Program described in Section 63M-7-218; and
70          (2) under Section 63J-1-603, appropriations provided under this section not lapse at the
71     close of fiscal year 2023 and the use of any nonlapsing funds is limited to the purpose
72     described in Subsection (1).
