7     LONG TITLE
8     General Description:
9          This bill amends provisions related to state vehicle use and purchasing.
10     Highlighted Provisions:
11          This bill:
12          ▸     directs the Division of Fleet Operations (division) to regularly review the use of
13     state vehicles;
14          ▸     when prudent, requires the division to replace a state vehicle with a low or zero
15     emissions vehicle; and
16          ▸     prioritizes certain low or zero emissions vehicles to replace state vehicles.

22     REPEALS AND REENACTS:
23          63A-9-403, as enacted by Laws of Utah 2014, Chapter 190

25     Be it enacted by the Legislature of the state of Utah:

26          Section 1. Section 63A-9-403 is repealed and reenacted to read:
27          63A-9-403. Review of state vehicle use -- Replacement.
28          (1) The division shall regularly review the use of all state vehicles to:
29          (a) reallocate underutilized state vehicles;
30          (b) remove unnecessary state vehicles; and
31          (c) assign new or replacement state vehicles to an agency.
32          (2) In accordance with the division's statewide vehicle fleet cost efficiency plan
33     described in Section 63A-9-401.5 and in consultation with the agency using the state vehicle,
34     the division shall, when prudent, replace a state vehicle with one of the following low or zero
35     emissions vehicles, in the following order of priority:
36          (a) a battery or fuel cell electric vehicle;
37          (b) a plug-in hybrid vehicle;
38          (c) any other alternative fuel vehicle; or
39          (d) the most reasonable traditional fuel vehicle available.
