7     LONG TITLE
8     General Description:
9          This bill requires a study of the fee structure for Utah's state parks system.
10     Highlighted Provisions:
11          This bill:
12          ▸     defines terms; and
13          ▸     requires the Utah Institute of Outdoor Recreation and Tourism at Utah State
14     University to:
15               •     study the fee structure of Utah's state parks; and
16               •     report on the findings of the study to the Natural Resources, Agriculture, and
17     Environment Interim Committee by October 2022.

26     Be it enacted by the Legislature of the state of Utah:
27          Section 1. Section 79-4-405 is enacted to read:

28          79-4-405. State park fee structure study.
29          (1) As used in this section:
30          (a) "Committee" means the Natural Resources, Agriculture, and Environment Interim
31     Committee.
32          (b) "Institute" means the Utah Institute of Outdoor Recreation and Tourism at Utah
33     State University.
34          (2) The institute shall conduct a study of the fee structure for the state park system.
35          (3) The study shall include:
36          (a) how the current fee structure compares to state park fee structures in other western
37     states and to the fee structure for national parks;
38          (b) how the current fee structure for camping, lodging, day use, golf, and other services
39     offered by state parks compares to fees for similar services throughout the state;
40          (c) how a fee structure can be designed to best ensure continued access to the state park
41     system by Utah residents while also covering state park operational costs; and
42          (d) how different price points for specific groups, including veterans or individuals
43     with a disability covered by the Americans with Disabilities Act, 42 U.S.C. Sec.12101 et seq.,
44     can be incorporated into a fee structure described in Subsection (3)(c).
45          (4) The institute shall provide a report on the results of the study to the committee
46     during or before the committee's October 2022 interim meeting.
47          (5) The division shall assist the institute with the study at the institute's request.
