7     LONG TITLE
8     General Description:
9          This bill amends the Utah Administrative Rulemaking Act.
10     Highlighted Provisions:
11          This bill:
12          ▸     requires that rules be consistent with, and designed to fulfill, state statute; and
13          ▸     provides that a rule that is inconsistent with, or contrary to, state statute is void and
14     unenforceable.

23     Be it enacted by the Legislature of the state of Utah:
24          Section 1. Section 63G-3-103 is enacted to read:
25          63G-3-103. Supremacy of state statute over rules.
26          (1) Ŝ→ [
Legislative] Administrative ←Ŝ rules shall be consistent with, and fulfill the
26a     direction given in, state

28          (2) A rule that is inconsistent with, or contrary to, state statute is void and
