7 LONG TITLE
8 General Description:
9 This bill supplements or reduces appropriations otherwise provided for the support and
10 operation of state government for the fiscal year beginning July 1, 2021 and ending June 30, 2022.
11 Highlighted Provisions:
12 This bill:
13 ▸ provides appropriations for the use and support of higher education and certain state
14 agencies;
15 ▸ provides appropriations for other purposes as described; and
16 ▸ provides intent language.
17 Money Appropriated in this Bill:
18 This bill appropriates $480,410,800 in operating and capital budgets for fiscal year 2022,
19 including:
20 ▸ ($824,956,100) from the General Fund;
21 ▸ $450,420,100 from the Education Fund; and
22 ▸ $854,946,800 from various sources as detailed in this bill.
23 This bill appropriates ($26,371,500) in expendable funds and accounts for fiscal year 2022.
24 This bill appropriates $105,829,100 in business-like activities for fiscal year 2022, including:
25 ▸ $8,722,800 from the General Fund; and
26 ▸ $97,106,300 from various sources as detailed in this bill.
27 This bill appropriates ($5,597,300) in restricted fund and account transfers for fiscal year
28 2022, including:
29 ▸ ($9,760,400) from the General Fund; and
30 ▸ $4,163,100 from various sources as detailed in this bill.
31 This bill appropriates $4,132,600 in transfers to unrestricted funds for fiscal year 2022.
32 This bill appropriates $60,000,000 in capital project funds for fiscal year 2022, all of which
33 is from the Education Fund.

39 Be it enacted by the Legislature of the state of Utah:
40 Section 1. FY 2022 Appropriations. The following sums of money are appropriated for the
41 fiscal year beginning July 1, 2021 and ending June 30, 2022. These are additions to amounts
42 otherwise appropriated for fiscal year 2022.
43 Subsection 1(a). Operating and Capital Budgets. Under the terms and conditions of
44 Title 63J, Chapter 1, Budgetary Procedures Act, the Legislature appropriates the following sums of
45 money from the funds or accounts indicated for the use and support of the government of the state of
46 Utah.

113 additional Adult Probation & Parole Agents and AP&P
114 Supervisors, for every two agents and for every one supervisor
115 hired or reassigned to field supervision duties, the Legislature
116 grants the authority to purchase one vehicle with Department
117 funds.

319 sum sufficient, but not more than the surplus of the
320 Transportation Fund, to be used by the department for the
321 construction, rehabilitation, and preservation of State highways
322 in Utah. The Legislature intends that the appropriation fund
323 first, a maximum participation with the federal government for
324 the construction of federally designated highways, as provided
325 by law, and last the construction of State highways, as funding
326 permits. No portion of the money appropriated by this item
327 shall be used either directly or indirectly to enhance the
328 appropriation otherwise made by this act to the Department of
329 Transportation for other purposes.

To Transportation - Safe Sidewalk Construction335 The Legislature intends that the funds appropriated from
336 the Transportation Fund for pedestrian safety projects be used
337 specifically to correct pedestrian hazards on state highways.
338 The Legislature also intends that local authorities be
339 encouraged to participate in the construction of pedestrian
340 safety devices. The appropriated funds are to be used according
341 to the criteria set forth in UCA 72-8-104. The funds
342 appropriated for sidewalk construction shall not lapse at the
343 close of FY 2022. If local governments cannot use their
344 allocation of Sidewalk Safety Funds in two years, these funds
345 will be available for other governmental entities which are
346 prepared to use the resources. The Legislature intends that
347 local participation in the Sidewalk Construction Program be on
348 a 75% state and 25% local match basis.
