12 This bill codifies five-year performance goals for the Utah System of Higher Education
13 and each institution of higher education.

31 Be it enacted by the Legislature of the state of Utah:
32 Section 1. Section 53B-7-709 is enacted to read:
33 53B-7-709. Five-year performance goals.
34 (1) As used in this section:
35 (a) "Access metric" means the metric described in Subsection 53B-7-706(2)(a)(ii)(A).
36 (b) "Award" means a degree or certificate that an institution grants.
37 (c) "Cohort" means a group of students, defined by the year in which the group enrolls
38 in an institution.
39 (d) "Five-year performance period" means the five-year period beginning on July 1,
40 2022, and ending on June 30, 2027.
41 (e) "High-yield award" means the same as that term is defined in board policy under
42 Subsection 53B-7-706(2)(c).
43 (f) "High-yield awards metric" means the metric described in Subsection
44 53B-7-706(2)(a)(ii)(C).
45 (g) "Institution" means an institution of higher education described in Section
46 53B-1-102.
47 (h) "Standard completion time" means the time in which a student typically completes
48 an award program.
49 (i) "System" means the Utah System of Higher Education.
50 (j) "Timely completion metric" means the metric described in Subsection
51 53B-7-706(2)(a)(ii)(B).
52 (2) The goals established by the board in accordance with Subsection
53 53B-7-706(1)(a)(ii) for the Utah System of Higher Education for the five-year performance
54 period are:
55 (a) for the access metric, to increase the percent of Utah high school graduates
56 participating in the system by 3.0%;
57 (b) for the timely completion metric, to increase the system percentage of a cohort that
58 completes an award in up to and including 1.5 times the standard completion time by 3.0%;
59 and
60 (c) for the high-yield awards metric, to increase the system percentage of high-yield
61 awards by 3.0%.
62 (3) In order to meet the system goals described in Subsection (2), the goals for each
63 institution for the five-year performance period are:
64 (a) for the access metric, to increase the institution's share of Utah high school
65 graduates participating in the system by a percentage that the board determines;
66 (b) for the timely completion metric, to increase the percent of a cohort enrolled at the
67 institution that completes an award in up to and including 1.5 times the standard completion
68 time or sooner by a percentage that the board determines; and
69 (c) for the high-yield awards metric, to increase the percent of high-yield awards the
70 institution grants by a percentage that the board determines.
71 Section 2. Section 63I-1-253 is amended to read:
72 63I-1-253. Repeal dates, Titles 53 through 53G.
73 (1) Section 53-2a-105, which creates the Emergency Management Administration
74 Council, is repealed July 1, 2022.
75 (2) Sections 53-2a-1103 and 53-2a-1104, which create the Search and Rescue Advisory
76 Board, are repealed July 1, 2022.
77 (3) Section 53-5-703, which creates the Concealed Firearm Review Board, is repealed
78 July 1, 2023.
79 (4) Subsection 53-6-203(1)(b)(ii), regarding being 19 years old at certification, is
80 repealed July 1, 2027.
81 (5) Subsection 53-13-104(6)(a), regarding being 19 years old at certification, is
82 repealed July 1, 2027.
83 (6) Section 53B-6-105.5, which creates the Technology Initiative Advisory Board, is
84 repealed July 1, 2024.
85 (7) Section 53B-7-709, regarding five-year performance goals for the Utah System of
86 Higher Education, is repealed July 1, 2027.
