8     LONG TITLE
9     General Description:
10          This bill establishes the Multicultural Small Business Services and Contracting Support
11     Program within the Governor's Office of Economic Opportunity.
12     Highlighted Provisions:
13          This bill:
14          ▸     defines terms;
15          ▸     establishes the Multicultural Small Business Services and Contracting Support
16     Program (program) within the Governor's Office of Economic Opportunity (office)
17     to provide training and support for certain multicultural small businesses that intend
18     to utilize state programs and government contracting opportunities;
19          ▸     requires the executive director of the office to appoint a director of the program;
20          ▸     provides for the duties of the program; and
21          ▸     requires the office to report annually on the program's operations and
22     recommendations.
23     Money Appropriated in this Bill:
24          This bill appropriates in fiscal year 2023:
25          ▸     to Governor's Office of Economic Opportunity -- Business Development --
26     Corporate Recruitment and Business Services, as an ongoing appropriation:
27               •     from General Fund, $150,000.

35     Be it enacted by the Legislature of the state of Utah:
36          Section 1. Section 63N-3-801 is enacted to read:

Part 8. Multicultural Small Business Services and Contracting Support Program

38          63N-3-801. Definitions.
39          As used in this part:
40          (1) "Director" means the director of the Multicultural Small Business Services and
41     Contracting Support Program.
42          (2) "Multicultural small business" means a business that:
43          (a) has fewer than 150 employees;
44          (b) maintains the business's principal business operations in the state; and
45          (c) is owned by a minority individual.
46          (3) "Program" means the Multicultural Small Business Services and Contracting
47     Support Program created in Section 63N-3-802.
48          Section 2. Section 63N-3-802 is enacted to read:
49          63N-3-802. Multicultural Small Business Services and Contracting Support
50     Program.
51          (1) There is created within the office the Multicultural Small Business Services and
52     Contracting Support Program.
53          (2) The executive director shall appoint a director of the program.
54          (3) The program shall:
55          (a) provide training and technical support for multicultural small businesses that intend
56     to utilize state programs and government contracting opportunities, in coordination with the
57     procurement technical assistance center;
58          (b) provide outreach and information to multicultural small businesses that could

59     benefit from state programs and government contracting opportunities;
60          (c) establish partnerships with appropriate public and private sector entities,
61     individuals, and institutions to address the needs of multicultural small businesses; and
62          (d) foster and support programs and activities for the benefit of multicultural small
63     businesses.
64          (4) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the
65     director may make rules necessary to administer this section.
66          (5) The office shall include in the annual written report described in Section
67     63N-1a-306, a report of the program's operations and recommendations.
68          Section 3. Appropriation.
69          The following sums of money are appropriated for the fiscal year beginning July 1,
70     2022, and ending June 30, 2023. These are additions to amounts previously appropriated for
71     fiscal year 2023. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
72     Act, the Legislature appropriates the following sums of money from the funds or accounts
73     indicated for the use and support of the government of the state of Utah.

79          The Legislature intends that the Governor's Office of Economic Opportunity use the
80     appropriation provided under this item to pay for up to one full-time position, including related
81     costs, for the purpose of administering the Multicultural Small Business Services and
82     Contracting Support Program created in Section 63N-3-802.
