9 General Description:
10 This bill codifies and expands on existing administrative rules related to required
11 emergency drills in public schools.
12 Highlighted Provisions:
13 This bill:
14 ▸ defines terms;
15 ▸ codifies portions of existing administrative rules made by the State Board of
16 Education (state board) regarding required emergency preparedness plans,
17 emergency response plans, training, and drills; Ŝ→ and ←Ŝ

20 ▸ grants certain rulemaking authority to the state board.

29 Be it enacted by the Legislature of the state of Utah:
30 Section 1. Section 53G-8-803 is enacted to read:
31 53G-8-803. Standard response protocol to active threats in schools.
32 The state board shall make rules, in accordance with Title 63G, Chapter 3, Utah
33 Administrative Rulemaking Act, to:
34 (1) require an LEA or school to develop emergency preparedness plans and emergency
35 response plans that include developmentally appropriate training for students and adults
36 regarding:
37 (a) active threats;
38 (b) emergency preparedness;
39 (c) drills as required under Subsection 15A-5-202.5; and
40 (d) standard response protocols coordinated with community stakeholders;
41 (2) identify the necessary components of emergency preparedness and response plans,
42 including underlying standard response protocols and emerging best practices for an
43 emergency; and
44 (3) define what constitutes an "active threat" and "developmentally appropriate" for
45 purposes of the emergency response training described in this section.
46 Section 2. Effective date.
47 This bill takes effect on July 1, 2023.
