8 General Description:
9 This bill creates a tuition reimbursement program for new law enforcement officers.
10 Highlighted Provisions:
11 This bill:
12 ▸ creates the Karen Mayne Law Enforcement Investment Reimbursement Program to
13 reimburse new law enforcement officers for certain education costs;
14 ▸ includes a sunset date; and

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Section 53B-8-112.5 is enacted to read:
32 53B-8-112.5. Karen Mayne Law Enforcement Investment Reimbursement
33 Program.
34 (1) As used in this section:
35 (a) "Law enforcement agency" means the same as that term is defined in Section
36 53-1-102.
37 (b) "Law enforcement officer" means the same as that term is defined in Section
38 53-13-103.
39 (2) (a) There is created within the board the Karen Mayne Law Enforcement
40 Investment Reimbursement Program.
41 (b) The purpose of the program is to award grants to reimburse new law enforcement
42 officers for education costs.
43 (3) Subject to legislative appropriation, the board shall award a grant to an applicant
44 who:
45 (a) is hired by a law enforcement agency as a law enforcement officer for the first time
46 on or after May 3, 2023;
47 (b) is employed with the law enforcement agency for at least five years; and
48 (c) completes a degree or certificate from a degree granting institution of higher
49 education Ĥ→ or technical college ←Ĥ before or during the law enforcement officer's
49a employment.
50 (4) The board may award a qualified applicant up to the cost of the qualified applicant's
51 tuition and fees.
52 (5) (a) The board shall make rules in accordance with Title 63G, Chapter 3, Utah
53 Administrative Rulemaking Act, to:
54 (i) set deadlines for receiving grant applications and supporting documentation;
55 (ii) establish the application process; and
56 (iii) establish an appeal process for denied grant awards.
57 (b) The board shall include a disclosure on an application that the amount of the grant
58 award is subject to funding.
59 Section 2. Section 63I-1-253 is amended to read:
60 63I-1-253. Repeal dates: Titles 53 through 53G.
61 (1) Section 53-2a-105, which creates the Emergency Management Administration
62 Council, is repealed July 1, 2027.
63 (2) Sections 53-2a-1103 and 53-2a-1104, which create the Search and Rescue Advisory
64 Board, are repealed July 1, 2027.
65 (3) Section 53-5-703, which creates the Concealed Firearm Review Board, is repealed
66 July 1, 2023.
67 (4) Section 53B-6-105.5, which creates the Technology Initiative Advisory Board, is
68 repealed July 1, 2024.
69 (5) Section 53B-7-709, regarding five-year performance goals for the Utah System of
70 Higher Education is repealed July 1, 2027.
71 (6) Section 53B-8-112.5, regarding the Karen Mayne Law Enforcement Investment
72 Reimbursement Program, is repealed July 1, 2033.

111 Section 3. Appropriation.
112 The following sums of money are appropriated for the fiscal year beginning July 1,
113 2023, and ending June 30, 2024. These are additions to amounts previously appropriated for
114 fiscal year 2024. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
115 Act, the Legislature appropriates the following sums of money from the funds or accounts
116 indicated for the use and support of the government of the state of Utah.

123 The Legislature intends that:
124 (1) the appropriation under this item be used for the program described in Section
125 53B-8-112.5 of this bill; and
126 (2) under Section 63J-1-603, the appropriation provided under this item not lapse at the
127 close of fiscal year 2024 and the use of any nonlapsing funds is limited to the purposes
128 described in Subsection (1) of this item.
