7     LONG TITLE
8     General Description:
9          This bill addresses certain emissions.
10     Highlighted Provisions:
11          This bill:
12          ▸     defines terms;
13          ▸     requires the Division of Air Quality (division) to conduct an inventory related to
14     certain emissions;
15          ▸     requires the division to complete an emissions reduction plan for certain emissions;
16          ▸     requires the division to recommend state standards limiting halogen emissions;
17          ▸     requires the division to publish the inventory, plan, and recommendations on the
18     division's website; and
19          ▸     requires the division to report on the inventory, plan, and recommendations.

28     Be it enacted by the Legislature of the state of Utah:

29          Section 1. Section 19-2a-107 is enacted to read:
30          19-2a-107. Point source pollution of halogens -- Best available control technology
31     plan -- Recommendations on standards.
32          (1) As used in this section:
33          (a) "Applicable geographic area" means the following counties:
34          (i) Box Elder County;
35          (ii) Davis County;
36          (iii) Salt Lake County;
37          (iv) Tooele County;
38          (v) Utah County; and
39          (vi) Weber County.
40          (b) "Division" means the Division of Air Quality created in Section 19-1-105.
41          (2) By no later than December 31, 2024, the division shall complete:
42          (a) an air emissions inventory of point sources in the applicable geographic area that
43     emit halogens;
44          (b) a best available control technology emissions reduction plan to reduce the
45     compounds of halogens in the applicable geographic area, with an implementation date of
46     December 31, 2026; and
47          (c) recommendations for a state standard limiting halogen emissions.
48          (3) Upon completion, the division shall publish the air emissions inventory, the best
49     available control technology emissions reduction plan, and the recommendations on standards
50     required under Subsection (2) on the division's public website.
51          (4) The division shall report to the Natural Resources, Agriculture, and Environment
52     Interim Committee regarding the status of the air emissions inventory, the best available
53     control technology emissions reduction plan, and the recommendations for a standard:
54          (a) on or before the 2023 November interim committee meeting of the Natural
55     Resources, Agriculture, and Environment Interim Committee; and

56          (b) on or before the 2024 November interim committee meeting of the Natural
57     Resources, Agriculture, and Environment Interim Committee.
