9 General Description:
10 This resolution encourages the Utah Department of Veterans and Military Affairs and
11 its partners to submit an application to establish the Great Salt Lake Sentinel
12 Landscape.
13 Highlighted Provisions:
14 This resolution:
15 ▸ addresses open spaces in Utah;
16 ▸ recognizes the importance of protecting Utah's military missions;
17 ▸ promotes shared conservations of the natural beauty of Utah;
18 ▸ describes the Sentinel Landscape opportunity; and
19 ▸ encourages and supports the submission of an application to the Sentinel Landscape
20 Partnership.

24 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
25 WHEREAS, Utah has a rich agricultural and working land heritage and contains open
26 spaces and habitats that support recreational activities and numerous wildlife species;
27 WHEREAS, Utah is home to some of the nation's most important military installations
28 and ranges, including Hill Air Force Base, Little Mountain Test Facility, Utah Test and
29 Training Range, Dugway Proving Ground, Tooele Army Depot, Camp Williams, and the Utah
30 National Guard facilities in Salt Lake and Utah County;
31 WHEREAS, Utah's military installations contribute $19,300,000,000 to the Utah
32 economy and support over 211,000 jobs;
33 WHEREAS, Utah's military installations provide state-of-the-art and one of a kind
34 training facilities that are unique to Utah;
35 WHEREAS, preserving key landscapes near military installations strengthens the
36 economies of farms and forests and, in turn, strengthens the economy of Utah, while also
37 ensuring the military's ability to conduct vital test and training missions within these
38 installations and their areas of operations that anchor such landscapes;
39 WHEREAS, the preservation of Utah's military capabilities, missions, and installations
40 is critical to our nation's defense;
41 WHEREAS, the United States Department of Defense, Department of Agriculture, and
42 Department of Interior created the Sentinel Landscape Partnership, a federal governmental
43 conservation policy, to designate, as Sentinel Landscapes, certain landscapes that are critical to
44 the nation's defense mission and to preserve the working economies and natural resources
45 within designated Sentinel Landscapes;
46 WHEREAS, a Sentinel Landscape designation for the Great Salt Lake region promotes
47 shared conservation of the natural beauty of Utah and Utah's vital resources;
48 WHEREAS, a Sentinel Landscape designation for the Great Salt Lake region promotes
49 common goals of clean water and a healthy and thriving Great Salt Lake for Utah's citizens;
50 WHEREAS, a Sentinel Landscape designation for the Great Salt Lake region promotes
51 current and future federal, state, and local intergovernmental resource sharing for the purposes
52 of conservation and creation of parks, nature preserves, agricultural, and other public open
53 spaces;
54 WHEREAS, a Sentinel Landscape designation improves communication and
55 collaboration between partner organizations and local communities, encourages partners to
56 develop new technical and financial assistance options, and leads to greater voluntary
57 landowner participation; and
58 WHEREAS, a Sentinel Landscape designation promotes shared values and equities of
59 air and water quality, access and value of public open spaces, protection of natural
60 infrastructure, and the rugged natural beauty of Utah:
61 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
62 Governor concurring therein, supports the Utah Department of Veterans and Military Affairs
63 and its partners in applying for the establishment of the Great Salt Lake Sentinel Landscape
64 encompassing Hill Air Force Base, Little Mountain Test Facility, Utah Test and Training
65 Range, Dugway Proving Ground, Tooele Army Depot, Camp Williams, and the Utah National
66 Guard facilities in Salt Lake and Utah County.
